Rincon Consultants, Inc. is seeking a Senior Fisheries Biologist / Project Manager who will be responsible for conducting surveys and analyses, overseeing workflow and successful project execution, and working directly with peers, junior staff, clients, and regulatory agencies. Positions are available in both northern and southern California offices.


Overview of Key Duties and Responsibilities
:

Technical Work

  • Conduct fish habitat and population assessments throughout a wide range of aquatic environments
  • Work with native fish species throughout California
  • Conduct fish and aquatic species surveys to support biological analyses and regulatory permitting
  • Prepare high quality technical studies and environmental documents, including biological impacts analyses for CEQA/NEPA
  • Analyze potential effects of projects to special status fish and aquatic species
  • Develop restoration and monitoring plans for special status fish and aquatic species
  • Present aquatic resource data to clients and agencies
  • Identify optimal permitting pathways for complex projects, and develop required technical studies/reports and regulatory permit application materials
  • Assist clients with environmental compliance
  • Lead or assist with federal Endangered Species Act Section 7 and 10 consultations
  • Travel (with overnight stays) when needed

Project Management

  • Overseeing complex regulatory permitting projects and coordinating with agencies (e.g., USFWS, NMFS, CDFW, USACE, RWQCB, CCC, BCDC, etc.)
  • Managing and completing moderate to large sized projects and major tasks of larger projects in a largely unsupervised manner
  • Coordinating and tracking of assignments, scopes, schedules, budgets, and deliverables
  • Serving as Rincon’s primary point of contact for the client and regulatory agencies
  • Technical direction to staff and subcontractors, including mentorship of junior- and mid-level team members
  • QA / QC of proposals and technical deliverables

Business Development

  • Client outreach
  • Proposal writing and development of cost and schedule estimates
  • Client interviews
  • Presentations


This Job Might Be for You If You Have the Following:

  • Minimum of BS or BA in Fisheries Biology or equivalent
  • At least 8+ years of relevant consulting experience (Project Management, Business Development and Technical Work)
  • Experience with projects in the Bay Delta, Bay Area, and California Coast a plus
  • Federal and state permits / MOUs to survey for / handle tidewater goby, salmonids, Delta smelt, longfin smelt, pupfish, or other California special status fishes
  • Experience with biological impacts analyses (CEQA/NEPA)
  • Expertise with fish and aquatic species surveys
  • Regulatory permitting, compliance oversight, and monitoring experience
  • Background in restoration planning, habitat management, mitigation monitoring
  • Demonstrated successes of supervising employees, being solution-oriented, and fostering positive relationship with staff, clients, agencies and subconsultants

The base salary range for this full-time position is $84,000-$126,000, plus benefits and bonus. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
