Job Description

Primary purpose:

Under the direct supervision of the Executive Administrator, the Director of Planning, Deputy Director of Planning. This position will provide administrative support to the Planning Department staff to specifically include initial research and administrative tasks for historic preservation, special permit projects, and urban design. Candidate will analyze requests for information based on inquiries received via telephone, e-mail, or in person from residents, contractors, public officials or other departments, applying technical knowledge of the zoning ordinance and ISD/Planning Department practices and processes; In the absence of the Executive Assistant the candidate will provide back-up coverage to support the Director of Planning and Development and Department. Using the NewGov database will prepare reports and update project information. Act as a liaison between the Inspectional Services Department (ISD) and/or Planning and Development Department (PDD) and the community sharing and communicating information on related development projects.

Essential Functions:

  • Provide administrative support to the Planning Department to include initial research for historic preservation, special permit projects, and urban design.
  • Prepare and distribute information as submitted to various Boards/Commissions staffed by the Planning Department for review at their meetings. Including posting of the agenda, approved meeting minutes and source materials to the Clerk’s Office and on the web pages. Work on special projects with staff and other departments as needed.
  • Maintain and update the Department’s database program, NewGov hosted by OpenGov, with permitting and project information base on applications submitted to and the Planning Department for approval. This would also include scanning of documents and applications as needed. Work with the IT Department to resolve system database issues as needed.
  • Provide back-up support covering the daily responsibilities of the Executive Assistant/Development Services Supervisor to include support of the Director of Planning & Development, communicating Department information. This would also include but is not limited to interacting with the Executive Office, Department Heads and City Council on behalf of the Director to resolve issues, answer questions or schedule meetings.
  • Work with residents, contractors, public officials or other departments to answer questions and resolve issues applying technical knowledge of the zoning ordinance and ISD/PDD practices and processes. Makes inquiries/referrals to other Departments for additional assistance as may be necessary.
  • Manage and organize documents to be archived in the Planning Department files and NewGov hosted by OpenGov database.
  • Maintain and update project files in the City’s network files.

  • Attend and participate in Department and other meetings and special events.
  • Review all permit applications for completeness and compliance with submittal requirement standards prior to issuance of permit; completes research and applies knowledge of City zoning code and City policies to applications submitted for permits or customer inquiries; interprets basic City zoning codes, policies, procedures and fees to the public, contractors and other public or utility organizations; ensures compliance with Historic Preservation, Conservation, Special Permits ordinances and facilitates appropriate referral of application to staff members for review and processing, as needed.

Education, Training and Experience: Associates and three to five years of related experience and/or training or equivalent combination of education and experience. Knowledge of clerical practices, database management, office procedures and the operation of office equipment such as personal computers and computer software, data processing and/or word processing. Knowledge of OpenGov program is desirable.

Knowledge, Ability and Skill:

Language Skills: Ability to work effectively with diverse personalities under various levels of urgency. Adaptability and flexibility are essential. Excellent verbal communication skills. Tack and diplomacy are required at all times.

Reasoning Ability: Ability to apply common sense understanding to carry out straightforward written or oral instructions. Ability and determination to solve problems involving clearly prescribed standardized practices.

Errors in judgment or omissions could result in considerable confusion and delay, have a continuing adverse effect on the departments ability to deliver services, be costly to correct and cause significant adverse public relations.

Tasks require the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 - 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally. Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
