The Department of Corrections is seeking a highly motivated and qualified individual for the position of Fiscal Analyst 2 at Headquarters in Tumwater, Washington, on a full-time, permanent basis.


The Department of Corrections (DOC) utilizes a centralized Accounts Payable Administration model to provide financial services to 12 prisons, 12 work release facilities, 101 Community Corrections field offices, Community Justice Centers, (COP) Shops, and outstations and our Agency Headquarters, all geographically disbursed throughout the State of Washington. The centralized Accounts Payable department will process combined vendor payments for the agency in excess of $327 million annually.

Duties

Duties may include but are not limited to:

Perform journey-level accounting duties in accordance with GAAP, OFM, and DOC policies and procedures.
  • Develop, implement, and maintain internal accounting systems for assigned payment processing and expenditure tracking
  • Analyze and prepare invoice voucher and purchase order documents for payments, review payment terms and take discounts where possible
  • Match required documents together, reconciling discrepancies between purchase orders and receiving reports
  • Verify the accuracy of extensions of vendor invoices
  • Verify expenditure coding and ensure appropriate payment authorization
Input batches into AFRS
  • Prepare payment batches
  • Prepare entries to encumber or liquidate purchase order and analyze data for accuracy
Perform lead duties to junior-level staff in General Disbursements
  • Provide leadership, instruction, and training to staff
  • Give guidance and constructive feedback on work processes
  • Inform supervisors of any issues
Audit payment batches, monitor and maintain AFRS batch input screens and release batches
  • Audit batches prepared and entered by fiscal staff
  • Monitor and maintain AFRS error file
  • Be a resource to staff
Analyze and monitor interagency payables ledger and subsidiary account balances
  • Process CAFR related entries
  • Provide information and assistance to unit Business Managers, facility Local Business Advisors, Budget Office, and other DOC staff
Other duties as assigned

Qualifications

Required Qualifications:
  • High School Diploma or GED
  • Accounting 201 and Accounting 202 from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent
  • One year of relevant professional experience. Relevant experience is defined as Fiscal Analyst 1 or above level work.
  • Provided that a candidate possesses a degree focused on accounting or business management/administration: an AA degree can be equivalent to 1 year required work experience, and BA degree or above can be equivalent to 2 years of required work experience. Equivalencies to be reviewed by Comptroller/designee, degrees outside of focused areas will NOT count towards experience requirements.

Preferred Qualifications

  • Additional relevant professional experience at Fiscal Analyst 1 level.
  • A business focused Bachelor’s degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, with minimum 20 accounting credits to include Accounting 201, 202, 203 and Governmental Accounting.

Special Requirements/Conditions of Employment

  • Completion of Governmental Accounting from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within the six months from date of hire.

Telework Details
This position may be eligible to telework after initial in-office training is complete. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
