Position Summary

Incumbents of positions in this series review and/or conduct appraisals; provide technical assistance on such matters as land takings, relocation of businesses and homeowners, etc.; make on-site visits of properties and structures; conduct research at various sources of property data; respond to inquiries from landowners and others; negotiate with landowners; and perform related work as required. The basic purpose of this work is to perform a variety of activities including property appraisal and relocation assistance in connection with real property acquisition by state government.

Duties and Responsibilities

  • Establish and develop rapport with the property owner(s); document, in detail, all owner contact.
  • Obtain assessment and zoning data from municipalities, retrieve documents from registries of deeds, and make other preliminary investigations of subject properties.
  • Review title abstracts.
  • Compile case information in physical and electronic formats.
  • Prepare various departmental forms, parcel sketches, land agreements and obtain appropriate signatures.
  • Interview property owners and tenants; explain the takings and the reasons for the acquisitions.
  • Brief interviewees on the right of way process and explain their rights.
  • Ensure adherence to project deadlines and monitor accuracy and completeness of all case information.
  • Assist other sections within the ROW Bureau as required.
  • Cover staffing deficiencies in all districts as required.
Qualifications


Minimum Entrance Requirements

Applicants must have at least (A) two years of full time, or equivalent part-time, experience in the field of real estate, the major duties of which included sales, appraisal, property management, assessment, leasing, conveyancing or right of way work, or (B) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS: An Associate's or higher degree with a major in real estate may be substituted for the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Special Requirements: Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License is required.
