The Research Associate will serve as a researcher and technical advisor for the Baltimore Police Department for their Neighborhood Policing Plan (NPP) pilot project. UBalt is responsible for evaluating the implementation and execution of the NPP by the BPD and its city and community agency partners. This work will include the administration of community surveying, interviews with agency partners, and focus groups with community members. The incumbent should have experience collecting and/or analyzing qualitative data. They will also contribute to report writing for the NPP project for the Consent Decree Monitoring Team, as well as the development and distribution of progress reports for the community audience. Technical assistance may be expanded beyond this to include other tasks throughout the project upon request from BPD or other city and community agency partners.

Key Responsibilities:
1. Evaluation of NPP implementation tasks, including assessment of interagency collaboration via meetings, communications, events, and service request execution.
2. Qualitative data collection, including interviews and focus groups with community members and city agency partners. This will include the design of qualitative data collection and analysis of qualitative data findings, as well as required IRB documentation and approvals.
3. Observe community walkthroughs, community meetings, and team meetings to record community feedback for NPPs.
4. Supervision of UBalt interns or research assistants engaged in data collection efforts (ex. community surveying).
5. Community surveying, including survey coordination with community agency partners and execution of surveying in person.
Required Education and Experience: Master’s degree in criminal justice, public administration, sociology, or related field; 2 years of data collection experience on research projects.
Occasional evening or weekend work, based on schedule of community walkthroughs, community meetings and team meetings.
