About the Opportunity

This position provides expert leadership and project oversight in the design, development and deployment of complex information technology projects critical to the advancement of the University’s mission to recruit, admit, and matriculate a high-quality student population. Oversees the development and maintenance of the ARGOS platform as well as other student account-related platforms within Student Financial Services. Leads all SFS processes related to reporting, billing and payment, communications, and website-related functions.

What You'll Do

  • Provide leadership overseeing, mentoring, and managing the operational and developmental work by others within the Strategic Operations unit related to reporting, billing and payment, communications, and website-related functions. This may include, but is not limited to, assigning duties and responsibilities, evaluating performance, responding to any personnel issues, and ensuring that the staff receive appropriate training and professional development by assigning challenging work assignments and offering continuing education opportunities.
  • Oversee the ARGOS platform by serving as the technical expert and system administrator for Student Financial Services
    • Research solutions and develop and maintain customizations within the ARGOS platform to best support SFS functionality and usage
    • Ensure reliability, security, and stability of the platform
    • Maintain the data blocks of the platform, update as needed, and evaluate the need for and generate new data blocks to support SFS
    • Evaluate and test platform updates to understand upcoming/new changes and features.
  • Serve as the lead technical liaison between Student Financial Services and Information Technology Services and other departments within the University for technology-related subjects
    • Participate in meetings, committees, and project teams with ITS and other departments to improve processes within SFS and provide analysis, advisement, testing, and support for the platforms utilized by SFS.
    • Consult and educate internal partners regularly on updates, changes, and expectations for the platforms utilized by SFS
  • Oversee and manage reporting functionality using ARGOS and/or SQL Developer
    • Create both ad hoc and standardized reports and queries to assist staff and provide senior leadership with data for strategic planning and analysis
    • Gather reporting requirements and design end-user reports
    • Be proactive in identifying data irregularities – alerting impacted parties and working with them to resolve and prevent said irregularities
  • Improve effectiveness and efficiency for Student Financial Services processes
    • Recommend new technology and use of existing technology to best achieve SFS goals
    • Create or automate processes to improve efficiency
    • Maintain processes and review regularly for effectiveness, impact, and potential improvement
    • Work with units within SFS to improve the effectiveness and efficiency of their processes using the technological resources available
    • Respond to unique technical processing issues/concerns brought forth by both end users and other technical staff, with solutions to their specific needs
  • Develop and maintain communications
    • Create, maintain, and review and improve communication setups within Banner, ARGOS, and other platforms utilized by SFS
    • Utilize various communications platforms to send billing and billing-related communications for SFS (through ARGOS, STARApps, Banner, etc.)
  • Funds management tasks
    • Monitor, modify, and control systems necessary to provide the financial data required for accurately recording student receipt and disbursement activity in the University and State accounting systems
    • Monitor and record billing and payment data throughout the year
    • Identify students who owe a balance to the institution, then generate and send billing and billing reminder notifications to the correct cohorts
    • Manage systems to monitor and analyze delinquent accounts and collections
  • Customer Relationship Management (CRM) administration
    • Design and implement scalable solutions on CRM platform
    • Serves in a lead role for providing application administration, testing, troubleshooting, analysis, support and resolution for CRM day-to-day operations and projects. This includes code migration, change control, application security, performance, availability, and identifying operational improvements.
    • Serves as a lead technical point of contact when vendor support is needed for investigation, trouble shooting and development of solutions to technical issues related to the CRM and any related software applications and add-ons.
    • Provide data management tasks, including data conversion, data migration, deduplication, and identification and repair of data quality issues.
    • Liaise with other IT groups like security, developers, database and systems administrators to ensure system availability and interpret and monitor data logs.
  • General Strategic Operations tasks
    • Troubleshoot system errors and serve as a technical liaison with internal users and vendors as needed
    • Plan, prepare, and present instructional manuals and/or training for users as needed
    • Prepare both technical and business flow documentation
    • Be equally able to work independently or as part of a team
    • Support WVU’s confidentiality and security policies and ensure application and compliance as well as FERPA guidelines
    • Work toward the attainment of WVU’s strategic goals by sharing knowledge and ideas, and initiating solutions to fulfill opportunities for improvement in organizational processes or procedures.
Qualifications
  • Bachelor’s degree or equivalent combination of education and experience
  • A minimum of five (5) years experience or equivalent combination of experience and education involving:
    • Application administration experience
    • Experience with an integrated information system
    • Experience with Excel
    • Leadership experience
    • Ability to analyze data
    • Proven ability to learn a new technology
    • Working knowledge of Ellucian’s Banner Student Information System is preferred
    • Student financial aid or student accounts (bursar) at a post-secondary institution is preferred
  • A minimum of six (6) months experience with SQL select statements.
  • Experience in the following systems is preferable:
    • Banner
    • ARGOS
    • Salesforce
  • Familiarity with ARGOS reporting tool is preferred.
  • Demonstrated working knowledge and ability to operate a PC and understand and utilize basic business software.
  • Knowledge of standard office procedures and operations.
  • Ability to understand relational databases and data entity relationships.
  • Ability, with training, to learn and understand and creation of SQL script to perform business functions.
  • Ability to understand and create Argos reports.
  • Experience with the support of a mission-critical software system.
  • Familiarity with HTML and data driven web applications.
  • Ability to learn and understand complex systems.
  • Ability, with training, to use SQL to create population selections and maintain tracking, budgeting and packaging rules.
  • Ability, with training, to use SQL to create Argos data blocks and reports.
  • Ability to work independently and demonstrate initiative.
  • Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
  • Ability to create and implement test plans and properly interpret test results.
  • Ability to transform user requirements into a technical solution.
  • Capable of researching information to properly utilize new and updated system functionality.
  • Strong interpersonal and communication skills (both written and oral).
