ABOUT THE JOB: Under the direction of the Director of Property Management, in the Family, or the Assistant Director of Property Management in the Elderly, the Regional Property Manager implements the strategic management plan for the overall management and maintenance of a region. Provides supervision for up to 6 property managers in the region. Provides leadership within the region to ensure that BHA policies and procedures are carried out properly. Works with the Office of Civil Rights staff to oversee development managers compliance with the Civil Rights Protection Plan. Works with the maintenance department to ensure that appropriate maintenance is being carried out at all developments. Works as a team member of the Program Senior Staff to develop policies and procedures and to coordinate work on maintenance, capital improvements, resident services and security.

Duties & Responsibilities:

  • Ensures the day to day operations such as rent collection, rent-ups, living unit inspections and other work are carried out properly.

  • Ensures that developments are maintained to a high standard of cleanliness and grounds care.

  • Resolves and assists in the resolution of personnel issues.

  • Coaches and develops property managers and monitors their performance.

  • Conducts personnel evaluations on an annual basis.

  • Identifies the needs for training at all levels and provides staff development and training opportunities.

  • Assists in the preparation of development- based plans and budgets.

  • Participates in court cases as needed.

  • Participates as a Team Member of BHA senior staff of Regional Managers in both elderly and disabled and family regions, working on cross program issues and coordination.

  • Participates in decisions on staffing and property management issues.

  • Work with resident task forces and development managers to resolve issues and disputes.

  • Assists and supports property managers in their work with tenant organizations regarding current issues such as program-specific issues and de-leading.

  • Coordinates regional work with other BHA Departments, including Public Safety, Security Community Initiatives, Legal and Occupancy.

  • Manage, coordinate private management contracts and monitor the performance of private management consultants, as assigned.

  • Conduct or assists with site audits and assessment.

  • Gathers and analyzes data to monitor program effectiveness and design and implement programs that provide solutions to operational problems.

  • Attends professional conferences and meetings relevant to the field of public housing management to stay current in best practices in property management.

  • Performs other related duties as required.

Minimum Qualifications & Experience:

At least eight progressively difficult years of housing management experience or a Bachelor's Degree with five years of supervisory experience and commensurate experience in housing industry or housing authorities. Certification in the field of housing management or the ability to obtain such certification within 18 months after assuming the position. Professional experience in providing service to low-income populations and in dealing with constituencies with diverse ethnic backgrounds is required.
