JOB SUMMARY

Ideal Candidate: The Recreation Services Division has an exciting opportunity for a passionate and motivated Recreation Leader II! The ideal candidate will be self-directed with strong interpersonal, customer service, and leadership skills. A demonstrated track record of direct, hands-on experience overseeing recreation programs, educational programs and/or special events, including program planning, budgeting and execution is essential for success in this position. Applicants with direct recreation management software experience such as ACTIVE Net and Class are preferred. Marketing and social media experience to promote programs is highly desirable.

Please Note: City parks and centers are open year-round Monday through Sunday, 8AM – 10PM. Shifts may include 8AM – 5PM, 1PM – 10PM, and/or other irregular hours as assigned, including weekends and some holidays. Schedule may vary based on program/event needs.

JOB SUMMARY
Serves as lead staff member and performs a variety of recreation functions, including: planning, organizing and overseeing recreation and educational programs; meeting with citizens and associations to discuss programs and provide information; coordinating rental of facilities; assisting in the development and monitoring of program budgets; preparing grant applications; developing and distribute flyers and brochures; and completing various administrative reports.


ESSENTIAL JOB FUNCTIONS:
(All responsibilities may not be performed by all incumbents.)

  • Carries out lead staff member responsibilities, including: training in job skills; assigning and directing work; assisting staff in resolving problems; making recommendations in performance appraisal; and reporting problems to the supervisor.
  • Assists the supervisor in completing various administrative and technical functions.
  • Plans, organizes and oversees recreation and educational programs and special events, including: developing goals; surveying and researching programs; promoting programs by developing various publicity materials; meeting with citizens/associations; organizing leagues; scheduling tournaments; distributing equipment; coordinating facility use; clean up, recruiting coaches and part time employees; billing participants and collecting fees; maintaining records; interpreting rules and regulations; settling disputes; teaching/facilitating classes; booking and accompanying groups on field trips; and providing first aid.
  • Monitors the park, park facilities and patrons, including: unlocking and locking park and facilities; inspecting facilities; enforcing rules and regulations.
  • Generates and monitors program budgets.
  • Prepares routine and non-routine correspondence and reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; relays and interprets administrative decisions, policies and instructions.
  • Performs customer service functions, including: answering phones and providing information; receiving and receipting fees and taking registration information; creating and distributing brochures, flyers, swim passes, cardio cards, etc.; and completing cash reports.
  • Answers phone; takes messages; screens calls; determines nature and priority of calls; provides information to callers; receives citizen complaints; and directs calls and messages to appropriate staff member.
  • Orders and maintains equipment and program supplies; orders office and cleaning supplies.

IMPORTANT JOB FUNCTIONS:

  • Develops contracts for services.
  • Coordinates work of summer employees; processes time cards.
  • Inspects locker rooms; reports safety hazards.
  • Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail or FAX.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

  • Associate’s degree or equivalent from a two-year college or technical school; and,
  • Two to three years of progressively responsible related experience; or,
  • Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

  • CPR/First Aid Certification (desirable)

  • Recreation program development techniques and processes.

  • Ability to read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals.

  • Ability to establish and maintain effective working relationships with others.
  • Ability to learn and follow City and departmental policies and procedures.
  • Ability to communicate in English both orally and in writing at the appropriate level.
  • Ability to perform mathematical calculations at the appropriate level.

  • Ability to identify and report building maintenance needs.

While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; ascend and descend stairs; maintain body equilibrium to prevent falling when walking, standing, crouching, or running; move about on hands and knees; bend body downward and forward, requiring full use of the lower extremities and back muscles; reach with hands and arms; speak and hear; and push, pull and/or lift up to 10 pounds frequently and up to 50 pounds occasionally.

Working Conditions:

  • Work is performed in a normal office environment and at recreation facilities (parks, pool, etc.) where there may be extreme temperature, exposure to sun, dirt and/or dust.
  • The incumbent's working conditions are typically moderately loud.
  • Working time may require irregular hours, various shifts, weekends, holidays and/or on-call status.

Condition of Employment
:
All new or rehire employees, as a condition of employment, must within forty-five (45) calendar days of the date of hire, attest to their vaccination status and provide proof of vaccination or an exemption to the mandatory vaccination policy may be available for a medical, disability, or sincerely held religious belief. Retirement

The City participates in the California Public Employees’ Retirement Systems (CalPERS). Retirement formula will be based on appointment date and membership status with CalPERS, e.g. 2.7% @ 55 for Classic Members (single highest year) or 2% @ 62 for New Members (average of three highest years). New Member employees are responsible for paying the employee contribution of one-half of the total normal cost of the plan, as defined by CalPERS, through a payroll deduction and Classic Members are responsible for paying the employee contribution of 8% through a payroll deduction.
  • $150.00 per month 457 deferred compensation contribution paid by the City (employer contribution). Employee can also make employee contributions toward the same plan. Annual limited is dictated by the IRS.
  • $100.00 per month Retiree Health Savings (RHS) account contribution paid by the City (employer contribution).
Health Benefits
  • The City covers the full health insurance premiums for medical, dental, and vision insurance for the employee and eligible dependents, including children under the age of 26 (effective the 1st of the month following hire date).
Leaves
  • Vacation Leave:
    • 80 hours - less than one year of service;
    • 120 hours - 2nd through 5th years of service;
    • 140 hours - 6th through 9th years of service;
    • 160 hours - after 10 years of service.
  • Sick Leave: 96 hours per year.
  • Personal Leave: 36 hours per year (prorated by quarter).
  • 11 City paid holidays.
  • 9/80 & 4/10 work schedule (depends on department/division's operation needs)
Other Benefits
  • Technology stipend ($75.00 per month).
  • Annual MTA pass issued to all WEHOME employees.
  • Life insurance equal to 1.5 times your annual salary, plus $20,000, to a maximum of $120,000 (effective the 1st of the month following hire date).
  • Disability Insurance: 66 2/3% of salary to cap of $3,077 per week, after a 30-day elimination period.
  • Optional Benefits: AFLAC, Supplemental Life Insurance, Pre-Paid Legal Services, Flexible Benefit Plan (FSA) for medical reimbursement and dependent care assistance and cash out of accrued Vacation and Administrative Leaves (if applicable).
