POSITION SUMMARY

The Quality Assurance Coordinator (QAC) ensures the State Funded Programs through the Maryland Office of Refugees and Asylees (MORA) or the Virginia Office of New Americans (ONA) are compliant with contracts and are meeting expected outcomes. The QAC ensures staff have the training needed to perform assigned duties, and that clients are receiving quality services and stakeholders timely and accurate data and reports.

MORA programs include Refugee Social Services (RSS) Employment Program, Refugee Transitional Cash Assistance (RTCA), Refugee TANF Coordination Program (RTCP), Refugee Youth Mentoring Program (RYMP), and the Extended Case Management Program (ECMP). The QAC will also be responsible for quality assurance of the Office of Refugee Resettlement (ORR) funded Refugee Career Pathways (RCP).

ONA programs include Refugee Social Services Employment Program (RSSEP), VRSAP (Virginia Refugee Student Achievement Program), RHEO (Refugee Health Education and Outreach), MYVA (Mentoring Youth Virginia), ASA-RSS, ASA-VRSAP, ASA-RHEO.

ESSENTIONAL FUNCTIONS

  • Maintains current knowledge of the U.S. Resettlement Program.
  • Maintains current knowledge of all Refugee and Immigrant Services programs.
  • Maintains current knowledge of state funded programs and requirements.
  • Reviews program contracts and ensures that services are provided in accordance with contracts.
  • Ensures programs have Logic Models and adhere to Quality Assurance Plan (QAP)
  • Assists in the development of program assessment tools.
  • Reviews program case files to ensure proper documentation of services provided.
  • Conducts regular and monthly home visits to ensure clients are provided services mandated by the Virginia Office of New Americans (ONA), Maryland Office of Refugees and Asylees (MORA), or ORR.
  • Administers surveys to staff, employers, volunteers, and clients to evaluate program effectiveness, and works with Director of Performance Quality Improvement (PQI) to craft trainings and/or create tools to address findings.
  • Convenes focus groups to obtain feedback regarding services.
  • In cooperation with the Director of PQI, the RIS Executive Director, and the Director of Employment develop and maintain written guidelines governing program operations.
  • Develops program forms and coordinate translation of the forms.
  • Provides technical support regarding contract guidelines to the Refugee and Immigrant Services offices.
  • In cooperation with the Director of PQI, the RIS Executive Director, the Director of Resettlement and Integration Programs, and HR organizes and conducts staff trainings, ensures that all Learning Management System program elated trainings are met and keep record of all staff training.
  • Ensures all pre-monitoring requirements are met and ensures recommendations from monitoring reports are implemented in a timely manner.
  • Ensures any new program updates/changes are clearly relayed to staff (i.e., Cooperative Agreement changes and implementation).
  • Oversees site quality assurance protocol & spreadsheet and updates as needed.
  • Attends all conferences, seminars, and meetings related to program activities.
  • Works with the Director of PQI to ensure RIS readiness for COA re-accreditation and to maintain standards.
  • Other duties as assigned.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

  • Bachelor's degree (four-year college or technical school) required, in one of the following field(s) of study: social work, social services, or related field
  • Valid driver’s license.
  • Clean driving record.
  • A personal vehicle or access to a vehicle required.
  • Successfully pass background check and drug screen.
  • Physical and TB test required.
  • COVID-19 vaccination mandatory.

PREFERRED SKILLS

  • Strong knowledge of the US resettlement program
  • Experience in or strong knowledge of Virginia ONA, Maryland MORA, or other ORR programs.
  • Bilingual, written and spoken preferred
  • Ability to assess training needs and deliver tailored responses.
  • Attention to detail and accuracy; strong organizational skills.
