Departmental Overview

Research, Teaching, and Learning (RTL) supports the teaching and research needs of Berkeley faculty, students, and academic staff by offering expert consulting, providing vetted tools and essential services, and advocating for its broad constituency and mission-focused portfolio with campus policymakers and vendors. The combination of enterprise teaching and research technology groups within RTL improves coordination across functions; provides a richer, more seamless experience for end users; and creates opportunities for innovation.

Responsibilities

Involves structuring, and / or administrating contractual documents that establish business relationships with contractors, customers and / or partners. Collaborates with internal partners as well as legal staff to structure contracts. Professional contracting services are provided in compliance with all policies and procedures. Analyzes contracts to ensure compliance with all applicable laws, rules, regulations and policies. Advises management of contractual rights and obligations and provides interpretation of terms and conditions.

Functions as the primary point of contact for all RTL purchases requiring Supply Chain/BearBuy support:
Directly manages transactions including deposits and inter-campus financial journals.
Recommends changes to RTL practices and establishes procedures that maintain adherence to campus buying/purchasing policies and practices.
Prepares and executes complex buying requests ($10,000+) on behalf of the organization:
Evaluates all information and documentation in support of Supply Chain/BearBuy to complete buying and contracting needs for the organization.
Conducts audits of internal records and processes. Makes recommendations on maintaining and strengthening internal controls to protect University resources.
Counsels RTL leadership in the execution of agreements and alerts stakeholders to appropriate business and policy issues.
Participates in contractor selection process in accordance with relevant policies, rules and regulations, etc.
Conducts bidding cycle activities, including receiving quotes and reviewing quotations.
Partners with RTL leadership and managers requesting buying and contract support. Provides recommendations or seeks guidance with campus partners on the best process for each situation.
Investigates and mediates departmental and or contractor complaints, including coordination between multiple parties.
Supports, in conjunction with RTL and divisional team members, analyses for highly complex budgetary, financial and resource planning in regards to RTL contracts and agreements.
Provides support for lower valued (under $10,000) purchases as necessary including placing BearBuy or Blu Card orders.

Required Qualifications

Strong written, verbal and interpersonal communications skills; and ability to deal effectively with broad and diverse constituencies ensuring strong customer service orientation and skills.
Strong organizational, presentation and negotiation skills.
Strong listening and political acumen skills.
Skills include service orientation, ability to multi-task effectively in a varied, high volume environment; uses sound judgment and decision making, critical thinking, creative problem solving.
Education Level

Bachelor's degree in related area and / or equivalent experience / training.
Preferred Qualifications

Thorough knowledge of internal departmental / unit operating policies, applicable state and federal regulations and general contract terms.
Thorough knowledge and understanding of UC and Berkeley purchasing policies and procedures.
Strong knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $85,000 - $100,000.
