San Mateo County Health is seeking a well-qualified individual for theposition of Public Health Laboratory Director to plan, organize, direct and supervise the operation of the Public Health Laboratory; recommend, develop, implement and evaluate goals, objectives, policies, and procedures related to the Laboratory; provide staff support to higher level management in San Mateo County Health; and select, train and supervise subordinate clinical, technical and clerical staff.

The current vacancy is a regular position in Public Health, Policy & Planning, located in San Mateo, CA, but may travel/drive occasionally to attend meetings or perform other duties of the job.

This Laboratory Director is a management level classification that reports to the Director of Public Health Policy and Planning. This position is responsible for providing high level administration and management in planning, organizing, directing and reviewing all functions and activities of the San Mateo County Public Health Laboratory. Participate in continuous quality improvement, budget preparation, revision of laboratory policies and procedures to increase safety and comply with federal and state laws and performs difficult lab tests and analyses. Additional work includes providing and receiving laboratory support to and from the County San Mateo Medical Center Clinical Laboratory and provides clinical and technical consultations in the interpretation of laboratory results and disease diagnosis.

San Mateo County Public Health Laboratory is responsible under the California Health and Safety Code and Title 17 of the California Code of Regulations for: detection and identification of bacterial, viral and parasitic agents; environmental testing of pools, streams, rivers, lakes, the bay and the ocean; population-based disease investigation; testing of samples from the TB control, STD control and CD control programs, as well as samples from the HIV/AIDS clinic and field sites; evaluation and testing of food products implicated in outbreaks; tick testing; and testing for rabies in a wide variety of wild and domestic animals. The laboratory also takes the lead in recommending and implementing new and improved testing to monitor emerging infectious diseases, with recent examples such as COVID-19, SARS, Avian Influenza, West Nile Virus, Dengue, Chikungunya and Zika virus. The laboratory works closely with other Sentinel laboratories in the County in developing surge capacity planning and outbreak response. Moreover, the laboratory also functions as a reference for the hospital laboratories in the county and advises them on unusual infectious diseases and performs specialized testing upon referral.

The new Public Health Laboratory Director will have an opportunity operate in a new Public Health Laboratory with a Biological Safety Level 3 (BSL3) suite (completion expected in March, 2023). The new Director will also have an opportunity to advance molecular platforms to provide rapid clinical diagnosis, characterization of infectious diseases for surveillance, whole gene sequencing (WGS), and expansion of wastewater surveillance testing to assist in disease control prevention and control.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Organize, supervise and monitor the provision of specialized clinical services, practices and procedures of the Laboratory that meet all applicable guidelines for accreditation, quality assurance and safe patient care.
  • Participate in the development of goals, objectives, policies, procedures, and priorities within the Laboratory.
  • Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure the accomplishment of objectives within the approved budget.
  • Negotiate contracts with outside vendors, consultants or organizations for services in the Laboratory; administer and monitor contracts.
  • Maintain an effective working relationship with a variety of organizations, including medical, nursing, clinical staff in other Health Divisions, County departments, other agencies and private health care providers.
  • Answer questions and provide information to the public; enforce applicable clinical standards, codes and regulations as required.
  • Provide staff assistance to higher level management on clinical issues within the area of specialization.
  • Select, supervise, train and evaluate clinical, professional, technical and clerical staff.
  • Perform related duties as assigned.

Qualifications

Licensure/Certification:

  • Possession of a valid Public Health Microbiologist (PHM) certificate issued by the California Department of Public Health (CDPH), Laboratory Field Service (LFS), or a letter from CDPH LFS stating that applicant passed the PHM exam, or ability to obtain PHM certificate within six months of hire.

Education and Experience:

  • Meet laboratory director qualifications as per regulation 42 CFR § 493.1443: 42 CFR § 493.1443

Knowledge of:

  • Principles, practices, trends and technological developments in the area of laboratory technology.
  • Clinical practices, procedures and techniques used in clinical laboratories.
  • Laws, regulations, accreditation standards and safety guidelines, related to laboratory services.
  • Principles and practices of program management, including program planning, implementation and evaluation.
  • Principles of budget preparation and monitoring.
  • Principles of personnel training, supervision and evaluation.

Skill/Ability to:

  • Organize, direct, coordinate and evaluate specialized laboratory services to ensure quality patient diagnosis and care that conform with prescribed standards and regulations.
  • Analyze service delivery problems accurately, develop recommendations and take appropriate actions to resolve them.
  • Develop evaluate and maintain accurate record keeping systems, prepare complex and detailed written reports, procedures and contracts.
  • Communicate effectively with administrative, medical, professional and clinical staff and citizen groups.
  • Work cooperatively with other County departments, public and private organizations, including public and private medical providers.
  • Train staff and coordinate activities of contractors, volunteer groups and staff, as appropriate.
