    REPORTS TO : Sr. Supervisor, Construction & Improvement

    DEFINITION : Under general supervision, serves as project manager for new construction and renovation capital improvement projects. Completes all administrative functions as the Baltimore Count Public Schools (BCPS) owner’s representative and ensures contractor compliance with construction plans, specifications, applicable building codes, and construction practices.

    EXAMPLES OF DUTIES :
    • Manages the day-to-day activities of Capital Improvement construction projects. Facilitates, coordinates, and guides development projects through the review and approval processes. Serves as the liaison between contractors, design consultants, and BCPS to address issues and coordinate the submittal and approval of plans. Resolves problems that delay or interrupt the process and expedites projects.
    • Develops and implements scopes of work, cost estimates, design/technical submittal reviews, change order management and financial and schedule oversight.
    • Oversees, coordinates, and guides permit applications through the review and approval process. Reviews architectural and engineering designs. Participates in pre-bid meetings. Reviews bid documents and contracts.
    • Participates in pre-construction meetings with contractors. Meets with and coordinates project work with school-based administrators, contractors, and others.
    • Manages project teams to assure consistency and conformance to negotiated time schedules and budgets. Works with contractors set and maintain deadlines, schedules, and budget.
    • Supervises and assigns BCPS inspectors to construction projects. Reviews Inspector’s daily reports of project progress.
    • Reports project budget and status to management. Initiates and updates project financial processes such as purchase order requests, change orders, and budget tracking. Maintains all project financials. Reviews and authorizes applications for payment and confirms completion of work to validate and execute progress payments.
    • Ensures contractor compliance with architectural plans, specifications, applicable building codes, and construction practices. Upholds design standards during construction. Issues notices of non-compliance for work not conforming to design standards and acceptable levels of workmanship.
    • Approves design revisions to accommodate site conditions and/or errors or omissions in the contract documents.
    • Meets with contractors, developers, representatives of other agencies, the public, and others to resolve issues which arise during project construction. Attends various meetings to include progress, site-based personnel, and code inspections.
    • Prepares correspondence related to projects. Gathers and assembles data required for state reports and other documents. Coordinates with contractors regarding warranty issues.
    • Performs final inspection and prepares punch list ensuring that all punch list items are completed and conducts project close-out.
    • Performs other duties as assigned.



    MINIMUM QUALIFICATIONS :

    Education, Training and Experience:
    Graduation from an accredited college or university with a bachelor’s degree, preferably in construction or business management. Five years of experience in construction management.

    Note: Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.

    Licenses and Certificates:
    Possession of a valid class C Maryland driver's license or an equivalent is required.

    Possession of a Certified Construction Manager (CCM), Certified Associate Project Manager (CAPM), or Project Management Professional (PMP) certification is preferred.

    Knowledge, Skills, and Abilities:
    Knowledge of best practices of building construction. Broad knowledge of all facets of construction including Architectural, Mechanical, Electrical, Civil and Structural disciplines. . Knowledge of construction contracts and contract documents. Knowledge of the principles of scheduling.

    Skill in project management, inspection, the preparation and review of construction documents, reading construction plans, preparing reports, and the use of Microsoft Office programs.

    Ability to review, interpret and enforce construction contract documents. Ability to establish and maintain working relationships with contractors, school-based administrators, and others. Ability to climb ladders to access roofs and other construction site locations. Ability to give detailed, concise, and technical directions. Ability to communicate effectively, in both verbal and written formats.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS :
    The work of this class entails field visits of major construction sites. Work includes frequent walking, standing, climbing ladders, entering crawlspaces and exposure to potential hazards such as traffic, heavy equipment, and adverse weather. Duties entail frequent travel between project sites.

    CONDITIONS OF EMPLOYMENT :
    Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.

    Persons appointed to this class may be required to work during emergency events, subject to call to duty, and may be required to work beyond their normally scheduled hours with little or no advanced notice.

    Pre-Employment Requirements:
    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $106. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience, you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
