Position Description


Performs highly advanced and complex transportation engineering work related to planning, project development and design, construction, transportation/traffic operations, maintenance and/or research of behalf of the Transportation Programs division. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Serves a Lead Worker. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:


  • Acts as consultant to staff engineers regarding plan operations as they relate to administration, programming, design, construction, right-of-way and maintenance.
  • Acts as consultant to staff engineers to coordinate construction operations.
  • Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects.
  • Advises staff engineers.
  • Assists districts/divisions.
  • Chairs or serves as a member of a contract selection team.
  • Coordinates with area engineers on design and plan preparation.
  • Coordinates with district design on schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies.
  • Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations.
  • Maintains liaison with Construction Division, Maintenance Division and Federal Highway Administration personnel and project auditors.
  • Makes presentations and represents TxDOT.
  • Makes technical presentations and instructs departmental courses.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Monitors contract performance evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Negotiates fees, explains scope of work and monitors consultant design contracts.
  • Oversees data collection, analyses, forecasts and plan development.
  • Recommends transportation engineering training needs.
  • Represents the Department at meetings, conferences and related activities.
  • Reviews contracts and related documents for execution.
  • Reviews, monitors and/or develops complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in any discipline.

Experience: 4 years Transportation engineering. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.

  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
