SierTek Ltd. is seeking a Project/Data Management Specialist to support an opportunity at Wright- Patterson AFB, Ohio (Part -Time) (Telework).

Position Overview

The Project/Data Management Specialist will provide the capability to effectively study the sources of occupational stress, as well as levels of clinical distress, occupational burnout, post-traumatic stress disorder (PTSD) and other significant changes in health (e.g., alcohol, caffeine, tobacco use, interpersonal conflict, role overload/conflict, symptom distress) among such operators, to include reviewing the current occupational stressors, professional literature, and responses to web-based occupational health screening, in order to provide MAJCOM line and aeromedical leadership with information on sources of stressors, impact of such stressors, as well as recommendations for meeting the mental health care needs of such airmen. In addition, this effort will study the unique stressors (e.g., social distancing, remote communication, performing duties with protective gear, etc.) affecting military workforce under COVID-19 circumstances.

Essential Job Functions

  • Responsible for providing subject matter expertise, with regard to training requirements, operational demands, and challenges to selection and sustainment of Air Force Career Enlisted Aviator (and other high risk, high demand career field) training candidates and operators.
  • Provide SME oversight and administer psychological testing (cognitive and non-cognitive) to Career Enlisted Aviator trainees and operators, to ensure such activities are conducted in a fashion consistent with the APA standards and ethics code.
  • Work with relevant AETC agencies to obtain training and operation outcomes for those who are administered psychological testing. The training outcome data will include the day of training and course in which the candidate passed as well as failed or remediated. The contractor employee shall merge testing data with outcome data for statistical analyses in an effort to help airmen adapt to the arduous rigors of aviation training and the operational environment.
  • Develop professional briefings for HAF and MAJCOM leadership, as needed, to discuss research study outcomes and impact on Air Force agencies within flight medicine, training, and operational units.
  • Work with USAFSAM staff to ensure any threats to the validity of the data base are minimized and the data is maintained in a secure fashion consistent with IRB protocol and safeguards when working with human research subjects. The contractor employee shall complete IRB training.
  • Engage with USAF training and line operators to gain familiarity with valid database sources of outcome measures for battlefield airmen testing and performance.
  • Develop a log, time schedule, and oversee team meetings that include documenting and reviewing progress toward objectives regarding administration, uploading and storage of psychological testing, data analyses and report writing, development of presentations to AF senior leadership and accounting of testing resources and supplies. 5.2.8 The contractor employee shall interact regularly with USAFSAM/FESP team members and contractor employees to cultivate/improve upon testing procedures, test reports and briefings articulating the psychological traits relevant to improving performance among airmen training candidates and operators who are tested within high risk, high demand career fields.
  • Provide primary administrative support to the project scientist and statistician, as well as serve as an effective liaison between USAFSAM/FESP staff, AETC, and HAF/A3 representatives. The contractor employee shall oversee and troubleshoot all project information needs and ensure effective communication between customers and USAFSAM/FESP staff.
  • Maintain the project calendar, to include tracking suspense dates, and keep all project members informed in a timely fashion of project products (i.e., presentations, technical reports, memorandums of agreement, etc.) that are needed. The contractor employee shall establish and lead project team meetings at least one to two times a week, to ensure effective communication between team members regarding project issues, as well as communicate daily with team members to ensure projects and tasks are effectively being addressed.
  • Provide administrative and SME support, via experience as an aircrew member or airmen from a high-risk high demand career field, necessary for the production of all electronic products required for the project (Word documents, Excel spreadsheets, PowerPoint presentations, etc.). The contractor employee shall facilitate acquisition of all scientific publications (journal article reprints, etc.) required for the project as directed by project scientist or USAFSAM professional staff and assist USAFSAM/FESP and AETC in the development of line leadership presentations to ensure polished effective communication.
  • Provide subject matter expertise, via management and leadership of team research group discussions, interviews with aircrew in the training pipeline, and operational units in the field in accordance with USAFSAM/FESP IOS objectives.
  • Responsible for day-to-day project operations; keep a log of all tasks (completed and not completed) with suspense dates, points of contact for each task (to include presentations, publications, testing, etc.); provide overall administrative, technical, and logistical support. The contractor employee shall oversee, troubleshoot, and effectively address all project information and data input needs.
  • Cultivate a data management plan which addresses the acquisition, input into project databases, maintenance in electronic format, and storage of psychological test data for inclusion in a project data spreadsheet for data analyses, as well as assist staff in the collection of pre and post accession psychological testing data for utilization in the project data spreadsheet.
  • Maintain research data and corresponding documents in a manner consistent with IRB protocol and safeguards regarding human research.
  • Perform other duties, as required, in support of project operations, to include support to additional research activities, travel arrangements, budget accounting, and acquisition of data in support of project goals and objectives. The contractor employee shall maintain a coherent budget sheet and log of project expenses that involve purchase of supplies, materials, and travel. The contractor employee shall make purchases of supplies and material, as needed, utilizing appropriate government channels and processes, and sustain an active inventory of all project materials and supplies.
  • If there is an unexpected interruption in research capabilities and/or reduction in workload, the contractor employee shall support research endeavors in support of additional USAFSAM/FESP related investigations, as required and as qualifications permit.
  • Work with project team members to maintain confidentiality of testing and training databases, as well as content and disclosures of interviews with operators in the field deemed sensitive and not releasable to the general public.

Minimum Position Requirements

  • Ability to pass a Tier I background.
  • Possesses a Master’s degree in Behavioral Science.
  • Minimum of at least 20 years of military experience as an officer working within a restricted access aircrew environment.
  • Minimum of at least 10 years of AF leadership experience as an active member officer at the flight or squadron level.
  • Minimum of at least 10 years of experience with development of professional presentations to Air Force Headquarters (HAF) and MAJCOM leadership with regard to selection, training, and lifecycle sustainment of aircrew.
  • Minimum of 10 years of psychological non-cognitive testing with USAF Special Warfare trainees and operators. This includes administering, scoring, storing, and reporting for psychological test reports.
  • Signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by the start of performance.
