JOB SUMMARY

The work is primarily aimed at sustainability and preservation of BCHA portfolio. This position is responsible to write project scope documents; prepare independent cost estimates (ICE); oversee repairs and replacement of all component elements of BCHA’s portfolio. Those repairs and replacements would include working with site staff for all interior living spaces and exterior building needs. The PEC will observe construction methodology, quality of materials, level of work force, and possible schedule interruptions or cost over runs and communicate the same to the Construction Manager in their absence and to or the Director of Real Estate Management (REM). The PEC may be responsible for one or more projects simultaneously and will work directly with site property staff, the Construction Manager as needed, and all related vendors, professional or trade-oriented laborers on a day-to-day-basis.

ESSENTIAL JOB FUNCTIONS:

  • Prepare initial Independent Cost Estimate (ICE) for internal budget purposes and bid purposes.
  • Participate in bid analysis.
  • Work with site team to prepare preliminary repair, replacement, or capital improvement construction schedule.
  • Review portfolio plans and specifications.
  • Provides comments to Site Manager on vendor, means, methods, costs, and schedules.
  • Assists with preparation and review of vendor contracts for conformity with industry standards and compliance with the Broward County Housing Authority procurement process.
  • Coordinates project work or phasing with property site managers. Monitors and inspects contractor work for conformance to construction documents, contract and reports any deviation to the site team and Director Real Estate Manager.
  • All site related work identified as “non-routine” by the Property Managers will be reviewed by the PEC for comment and/or Scope and ICE in conjunction with the Construction Manager/ Director Real Estate Manager.
  • Inspect multi-family and affordable properties quarterly for structural needs.
  • Visits all existing sites and analyzes the construction work needed and prepares scopes and ICE estimates for all RFP's, RFQ's, quotes and bids.
  • Identifies, visits, and evaluates existing properties for acquisition to purchase and develop new build and renovate.
  • Occasionally attend job conferences and meetings with the contractor/Architect and Engineering firm, and others involved in development projects and assist to monitor or report unresolved issues or disputes.
  • Writes and close out requisitions for all construction related Purchase Orders and receives them when the work is properly completed.
  • Work with Property Managers to gain familiarity with each multifamily site; clearly communicate anticipated budget impact for projected work prior to commencement.
  • Create, review and revise PNA's (Physical Needs Assessment) in conjunction with the Construction Manager for consideration in annual budget planning.
  • Interact with Property Managers on a daily basis to create a twelve-month (annual) activity pipeline.
  • Opine on and oversee capital improvement projects, timing, budgets, quality, timeliness, and warranties.
  • Assist to obtain forty-year certificate of occupancy as needed
  • Prepare status reports and present at weekly pending projects meetings.
  • Maintain an organized work area and accessible computerized “share” files for all projects.

MINIMUM REQUIREMENTS:

Bachelor’s Degree, and four (4) years of related experience in construction work; or equivalent training, education, and/or experience. Ten-year criminal history and background check.

LICENSES OR CERTIFICATIONS:

Valid Florida Driver’s License and reliable transportation are required.

Knowledge, Skills and Abilities:

  • Knowledge of the principles and practices of construction management methods, standard construction practices, and construction contracts and agreements.
  • Knowledge of building materials, methods, and construction systems relevant to apartment communities.
  • Knowledge of local, state, and federal codes.
  • Ability to read plans.
  • Knowledge of bidding procedures, specification manuals, budgets, construction scheduling, expediting permitting process and multitasking with various contractors.
  • Knowledge with working with general contractors and/or sub-contractors to bring projects in on time and within budget.
  • Skills in the use of a personal computer and related software for report preparation.
  • Ability to analyze bids and make recommendations for award of contracts.
  • Ability to work under deadlines and coordinate several concurrent deadlines and projects
  • Ability to keep records and prepare reports and estimate costs of proposed projects.
  • Ability accept supervision and adjust to changes in work priorities.
  • Ability to communicate respectfully and efficiently both written and oral to establish and maintain effective working relationships with the general public, co-workers, contractors, etc.

PHYSICAL DEMANDS:

For review and inspection purposes the work can include the ability to access roofs via a ladder or inspect low clearance pipes in kitchens and bathrooms. Exertion can include packages or materials of approximately 25 pounds from time to time. The work also involves occasional standing, walking, sitting; reaching with hands and arms; climbing stairs; talking, speaking, or hearing. Work requires close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level in the work environment is usually quiet to moderate.

WORK ENVIRONMENT:

Works independently and in small groups. Works in an office and at needed job sites. Not every property has a management office.

Job Type: Full-time

Pay: $60,000.00 - $75,000.00 per year
