ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Obtain and maintain a thorough understanding of the financial reporting and general ledger structure
  • Ensure an accurate and timely monthly, quarterly and year end close
  • Ensure the accurate and timely processing of general ledger transactions
  • Supports Capital and O&M budget preparation, prepares project status and other ad hoc reports to help with the delivery and completion of projects on time and within budget to support regular financial reviews and business management
  • Monitors and analyzes project budgets and actuals for all construction work in progress
  • Advises subsidiary staff regarding the handling of fixed assets, indirect/direct cost allocations, chart of accounts, and capital/subsidiary overhead allocations
  • Responds to inquiries from the SVP and Procurement Office, VP of Operations, VP of Management Services, Utility Managers, Controller, Assistant Controller and Project Cost Accounting Supervisor
  • Work with Controller and Project Cost Accounting Supervisor to ensure a clean and timely year end audit
  • Assist in implementation training of new procedures and guidelines to enhance the workflow of the department
  • Processes the monthly revenue recognition general ledger entries and update subsidiary ledgers, records and reports.
  • Processes month-end close adjustments for transactions impacting budgets, cost and revenue
  • Tracks initial estimated cost at completion (ECAC) and updates as necessary, by inquiry of Project Managers and/or Project Engineers, review of vendor contracts, task orders, change orders, invoices and general ledger financial data as appropriate
  • Verifies, validates, and processes vendor invoices, and tracks project cost incurred
  • Processes budget entry changes, updates the ECACs, prepares account reconciliations and works with ASUS headquarters to account for the revenue and profit of construction-work-in-progress (CWIP)
  • Prepares customer invoice packages for ASUS headquarter to bill and support cash collection efforts
  • Performs a variety of general clerical assignments within a framework of established procedures and without close supervision, including typing, filing, and records management
  • Interfaces with various groups including military base personnel, ASUS headquarters, Corporate accounting and human capital management personnel
  • Helps ensure compliance with accounting, procurement, contracting, payroll, personnel policies, procedures, and SOX control requirements and guidelines
  • Identifies and helps develop process improvements to increase efficiency and effectiveness of current activities
  • Performs other duties as assigned
  • Some travel will be required

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in business administration, finance, accounting AND closely related field OR no less than 5 years of experience in the area of accounting, including at least 2 years of experience in construction or cost accounting
  • Knowledge of accounting concepts, policies, requirements and regulations required
  • Good working knowledge of percentage-of-completion accounting for construction contracts preferred
  • Experience with JD Edwards software preferred
  • Proficient in the use of computerized office equipment and programs (e.g. MS Office, MS XP, MS Windows 7, Adobe products)
  • Possess effective verbal and written communication skills in the English language
  • Must possess and maintain a valid Driver’s License issued by the state where stationed

  • Ability to research, interpret and compile analytical data
  • Ability to work independently with minimal supervision
  • Strong interpersonal skills with the ability to work effectively with all levels throughout the organization and across functional lines
  • Excellent communication skills, both written and oral

PHYSICAL REQUIREMENTS MAY INCLUDE:

  • Standing, other climbing, walking, lifting up to 20 lbs., bending, pulling and/or pushing, grasping, reaching, stooping and crouching, sitting, and walking all for extended periods of time.
