DEPARTMENT DESCRIPTION:
The Community Development and Partnerships department at DC Central Kitchen provides programming to improve the quality of community life by mobilizing resources and influencing systems, cultivating relationships with partners, and serving as catalysts for change. We do this through our Healthy Corners program which provides fresh fruits and vegetables to local corner stores in communities classified as food deserts, the community engagement and collaboration team which develops new and existing partnerships with the community, the Impact and Evaluation team which identifies performance measurement and evaluation activities for internal and external programs and trends, and Supportive Services which provides resources for students and alumni with significant barriers.
POSITION DESCRIPTION:
DC Central Kitchen’s Healthy Corners program delivers nutritious fresh and frozen produce to small retailers in DC neighborhoods experiencing food apartheid and builds these businesses’ capacity to stock and sell healthy, affordable food. The Program Specialist will work to creatively and intentionally support projects that increase access to healthy products including through the SNAP Match program and WIC (Special Supplemental Nutrition Program for Women, Infants, and Children). The Specialist will aim to expand the number of retailers authorized to participate in the SNAP Match program and to accept WIC by assisting current Healthy Corners retailers in becoming authorized and creating systems to support the implementation and success of these programs at stores. The Specialist will assist with produce operations including ensuring the proper products are available for operations throughout the week. They will work closely with the Program Manager to meet grant deliverables and to foster intentional and community-oriented operations and programming.

DUTIES AND RESPONSIBILITIES:*
SNAP Match Incentive Program:

  • Lead SNAP Match program including building out systems to meet internal and external program goals
  • Represent Healthy Corners as opportunities arise to share about the SNAP Match and WIC programs and their broader impact
  • Onboard SNAP Match stores and provide technical training as needed
  • Work with the Data Entry Coordinator to analyze SNAP Match metrics and determine programmatic needs and next steps
  • Participate in nation-wide Community of Practice sessions to gain best practices and co-lead the Healthy Corners Store Owner Community of Practice
  • Submit grant reports and metrics related to SNAP Match program

WIC Expansion:

  • Work closely with the DC WIC state agency and provide technical assistance to the current eight Healthy Corners stores that are WIC-authorized, including supporting the implementation of new POS systems that will greatly impact the retailers and community members using WIC benefits
  • Curate a pipeline of potential new WIC retailers from within the Healthy Corners network and support them in receiving WIC authorizations
  • Synthesize best practices and create a system for Healthy Corners to provide standardized support to WIC retailer applicants in the future
  • Attend Food Policy Council meetings and working groups to gain best practices

Produce Operations:

  • Ensure products are available for Monday through Friday deliveries, with a focus on building sustainable operations
  • Track price changes and support quarterly pricing process

MINIMUM QUALIFICATIONS:

  • Bachelors’ degree in a relevant field OR equivalent combination of education, training, and experience
  • 2 – 4 years of experience working with food business and/or program administration preferred.
  • Understanding of food equity, food security and food distribution in the DC community (desired)
  • Demonstrated cultural competence and a commitment to the mission and values of DC Central Kitchen
  • High level of professional integrity with a strong ability to communicate professionally with colleagues, community partners, as well as clients
  • High proficiency in Microsoft Office products including Word, PowerPoint, and Excel
  • Strong interpersonal skills and high service orientation
  • Strong attention to detail and accuracy, and sound organizational skills
  • Ability to work independently and cross collaboratively
  • Pre-employment background check, COVID-19 vaccine, drug test, and TB test are required.

PHYSICAL DEMANDS:

  • Must be capable of independent local travel (to DC Central Kitchen sites and various corner stores)
  • The incumbent may occasionally move Audio/Visual and other office equipment or lightweight items weighing up to 20 pounds for various meeting and event needs. Some functions of this position may require moderate physical activity, including transporting, positioning, installing, or removing office equipment items, such as printers, computers, phones, and so on.
  • The person in this position needs to occasionally move about inside the office and commercial kitchen space to access supplies, materials, file cabinets, office machinery, etc.; constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer; constantly positions self to access and maintain computer equipment; and must be able to remain in a stationary position for at least 50% of the time.
  • The incumbent must be able to work in an environment where exposure to unusual elements such as extreme temperatures, fumes, dirt, smoke, loud noise, and a variety of odors is common.
