SUMMARY

The Program Analyst shall assist with strategy and implementation of project and program plans for the Office of Regional Peace and Security in the Department of State’s Bureau of African Affairs (AF/RPS).

***This position requires an active SECRET level security clearance to be considered.***

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist with strategy and implementation of project and program plans.
  • Assist in the development and implementation of policies and performance measurement goals.
  • Coordinate and disseminate program goals and identify partners and stakeholders.
  • The Program Analyst assists with Identifying, compiling, and analyzing key data to guide decisions.
  • Assist in the preparation, administration, and maintenance of comprehensive SOWs, PWSs, IGCEs, WBSs, QASPs, and other required lifecycle contract and grant documents for pre-award, award, post-award, and closeout.
  • In collaboration with the contractual M&E Specialists, The Program Analyst assists the PM in their comprehensive review and assessment of programs, associated activities, and the implementers’ compliance with the contract or grant requirements. This includes assisting the COR in his/her drafting of CPARS submissions.
  • Assist, as a non-voting member, the PM in the preparation with Technical Evaluation Panels and provide technical knowledge of the SOW, where needed.
  • Assist the CORs or GORs with periodic assessments of the COR/GOR file and provide administrative support uploading required documents for COR/GOR review and approval.
  • Assist in drafting program overviews, progress reports (e.g., information memos), lesson-learned documents (e.g., presentations or papers), and other similar documents for AF consideration.
  • The Program Analyst provides information to AF and PM Bureaus to assist with the development of military assistance strategies to guide respective PKO-funded military assistance programming.
  • Assist AF/RPS in drafting and implementing standard operating procedures and/or other internal control processes to strengthen the office’s management of grants and contracts.
  • The Program Analyst will assist the PMs in drafting program, contract, and/or grant-related memos, cables (e.g., formal State messages), briefing checklists and background papers.
  • Provide recommendations and assistance to the PM to improve the quality, timeliness, and effectiveness of foreign assistance programs, to include program strategies, frameworks, implementation plans, and memorandums of understanding.
  • Participate in program review meetings and attend meetings that pertain to on-going programs and new requirements, as required.
  • Assist AF and PM in coordinating efforts with the acquisition management office on contractual issues related to relevant PKO-funded military assistance programs.
  • Attend office, team, and program meetings, as required.
  • Travel, including to Africa, as required.
  • Support AF/RPS knowledge management efforts to provide a comprehensive understanding of U.S. security assistance to African partners, to include the AF/RPS-managed Portal.

EDUCATION AND EXPERIENCE

  • Master’s Degree and one (1) year of relevant professional experience

OR

  • Bachelor’s Degree and three (3) years of relevant professional experience

OR

  • High School Diploma or equivalent and seven (7) years of relevant professional experience
  • At least one (1) year of experience as a program analyst
  • At least one (1) year of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills.

KNOWLEDGE, SKILLS AND ABILITIES

  • Requires SECRET Security Clearance
  • Ability to learn about industry that manufactures/provides assigned commodities and services to determine sources of supply and to analyze the effects on agency requirements of industrial developments, seasonal price trends, economic factors affecting supply, transportation costs, and availability of storage facilities.
  • Familiarity of cost and price analysis techniques to perform a variety of computations relative to item costs, packing, packaging, specification requirements, delivery charges, and transportation costs to determine the best buy for the U.S. government.
  • Demonstrated analytical and problem-solving capabilities.
  • Demonstrated proficiency with Microsoft Office tools and specialized experience in Microsoft Excel
  • Demonstrated multi-tasking and organizational skills, as well as attention to detail.
  • Demonstrated fluency of English speaking and writing.
  • Successfully pass a federal background check and a drug screen
  • Cherokee Federal has suspended it’s COVID mandate. However, it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement.

Estimated Starting Salary Range: $ 85k - $ 87 k annually
