Job duties:

This position will manage staff in day-to-day operations with the Time Limited Staff and Supervisors and also supervise/lead special projects as assigned by Senior Management and make staffing and work assignment recommendations to the Central Operations Team. Responsibilities require independent judgment in handling exceptions to established work assignments, priorities, and schedules. Management positions are those responsible for overseeing supervisor subordinates. Duties include but are not limited to:

  • Plans, directs, monitors, and analyzes operations and the delivery of Family Independence programs/services to ensure the efficient and effective delivery of services in accordance with program rules, policies, and procedures.
  • Reviews, analyzes, and modifies office schedules, staffing assignments, caseloads, and resources to advise/coordinate with OFI management on workload distribution and respond to workload fluctuations and program changes.
  • Provides guidance and direction to subordinate supervisory personnel responsible for monitoring, reviewing, and analyzing caseloads and case information to ensure relevant information is appropriately documented and services are delivered in accordance with established procedures.
  • Oversees the hiring, training, evaluation, and counseling of personnel to ensure the office has sufficient human resources to provide timely and efficient delivery of services.
  • Monitors and examines client and caseload records and reviews records with supervisors to identify and develop solutions to system problems and evaluate program effectiveness.
  • Reviews, analyzes, and modifies office policies and procedures to provide timely and efficient assistance to applicants and recipients and ensure services are provided in a high-quality manner.
  • Assesses and evaluates current program performance, targeted populations, service delivery gaps, and case objectives and projections to develop recommendations to improve programs/services and provide information to OFI management.
  • Assists OFI management in analyzing proposed or mandated program changes and in developing and implementing statewide policies, procedures, and plans to respond to changes and improve program services and delivery.
  • Assists OFI management in developing and implementing plans to promote greater community involvement in the delivery of programs and services and in coordinating programs/services with those of other agencies and local providers to ensure services are delivered in a comprehensive and integrated manner.
  • Implements and complies with human resource laws, policies, procedures, and practices, such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety in order to ensure fair and equal treatment of personnel.

Minimum Qualifications:

To qualify, you must have a bachelor’s degree and four years’ experience providing direct assistance to groups or individuals in a business or social services environment including at least three years’ experience at an administrative, supervisory, or consultative level. Equivalent related experience may be substituted for education on a year-for-year basis.

The Department provides health and social services to approximately a third of the State's population, including children, families, older Mainers, and individuals with disabilities, mental illness, and substance use disorders. The Department also promotes public health, operates two state psychiatric hospitals, and provides oversight to health care providers.

The Office for Family Independence (OFI) is responsible for administration of several eligibility determination programs, including MaineCare, Temporary Assistance for Needy Families (TANF), Food Supplement, Fraud and Recovery, and Child Support. The Office for Family Independence currently has a vacancy in the Augusta Central office.
