Position Purpose:
This position is responsible for the award and administration of purchase orders for materials, services, and capital/major equipment to support the operation, maintenance, and construction of the Cooperative and subsidiary facilities. This position utilizes purchasing cards, purchase orders, material pricing agreements, supplier alliance agreements, and other forms of contractual agreements. This position is responsible for expediting materials and equipment at facilities assigned and ensuring the requirements of the Cooperative are met. This process is performed in accordance with all Cooperative policies and procedures, and other applicable laws and regulations. This position is located at the Laramie River Station (LRS).

Qualifications:
To perform effectively in this position, the incumbent must have knowledge of procurement and business practices at a level acquired through the completion of a four-year degree in a business curriculum and three years of materials management related experience, which includes areas such as purchasing, inventory control, warehousing, logistics, or sales; or a high school diploma or equivalent (GED or HSED) and seven years of materials management related experience. The incumbent must possess a functional knowledge of electric facility apparatus, supplies, and services, and the ability to prioritize the demands of an operating plant. This position requires a working knowledge of business law, accounting, and finance; the ability to demonstrate excellent verbal and written communication skills; demonstrated negotiation skills; and interpersonal skills required to work in a team environment of a service organization. Knowledge of utility operations and experience with automated purchasing applications are preferred.

Typical Physical/Mental/Environmental Demands:
This position requires continuous sitting and standing/walking; and frequently reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 50 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines. The incumbent occasionally works in conditions of extreme heat/cold, dirt, dust, vibration, noise, and electrical risks; and may be required to operate a motor vehicle. The ability to prioritize workload and work in stressful situations, as well as good memory skills, are also required.
