  • *Description**

This position oversees the site’s Management of Change process, compiles and monitors metrics associated with various PSM elements, maintains PSM documentation, helps champion the PSM program across the refinery, and assists with other PSM activities as required. This position reports to the Process Safety Team Lead.

  • *Responsibilities May Include:**

+ Oversee and manage the site’s Management of Change (MOC) process.

+ Ensure the MOC process is compliant with OSHA regulations, company required standards and site procedures.

+ Coordinate and provide training for site personnel on MOC and other PSM-related topics.

+ Work closely with site personnel to ensure proper implementation of the MOC process and ongoing maintenance of process safety information (PSI).

+ Provide support for MOC issues and questions.

+ Perform QA/QC reviews of completed MOCs and ensure resolution of any identified issues.

+ Develop and publish MOC metric reports that assess the quality of the MOCs and work process. Work to understand deficiencies, make improvements, and drive continuous improvement in the MOC process. Maintain performance data in the electronic data management system and applicable dashboards.

+ Organize and conduct quarterly Tier IV process safety MOC audits. Track, communicate, and train site on Tier IV findings.

+ Participate on corrective action teams and support initiatives that improve the site PSM program.

+ Confirm process safety events are identified, properly classified, and tracked.

+ Coordinate and participate in corporate, third-party, and site audits.

+ Assist with RMP submission and facility siting study updates.

+ Develop and publish action item and compliance verification metrics and reports.

+ Support PSI evergreen and revalidation efforts.

+ Support various PSM-related projects and initiatives. Provide PSM-related support to the site.

+ Participate on various industry committees to learn from industry and implement learnings.

  • *Basic/Required**

+ Legally authorized to work in the job posting country.

+ Bachelor’s degree or higher in engineering or safety

+ One or more years of experience in the oil and gas, chemical, or related industry.

+ Basic knowledge of OSHA PSM and RMP regulations.

+ Basic knowledge of refinery operations and process safety hazards associated with refinery operations.

+ Excellent verbal, written, planning, and organization skills. Ability to interact with multiple disciplines and organizations.

+ Thorough data collection and evaluation skills.

+ Strong computer skills. Proficiency with Microsoft Excel, Word, PowerPoint, and Outlook. Ability to learn alternative software applications.

+ Willing and able to perform/comply with the following: wear personal protective equipment (PPE); walk, stand, stoop, sit, climb in unit process areas containing pumps, towers, compressors, piping systems, etc.; work irregular hours on occasion due to the continuous nature of plant operations; work outside in variable weather conditions.

  • *Preferred Qualifications**

+ Three or more years of experience in the oil and gas, chemical, or related industry.

+ Desired experience in a regulatory environment.

+ Working knowledge of Phillips 66 Process Safety and HSE Management Systems regulations and required standards.

+ Experience working directly with Management of Change software/tools and Process Safety Information.

+ In-depth knowledge in application and compliance requirements of regulatory codes (OSHA, EPA, etc.)

+ Able to review and understand PSM and engineering documents.

+ Experience in specialized computer programs (IMPACT, Livelink, SAP, Power BI, PHA Pro, etc.)

+ Knowledge of information management records requirements.

The **Ponca City Refinery** is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
