General Information

This is advanced social casework overseeing and ensuring offender compliance with court-ordered referral programs and probation stipulations for the Municipal Courts in Mobile County.

Walk-ins are welcome. However, priority use of the equipment will be given to those with reservations. Computer stations are limited in order to maintain social distancing and will be cleaned at the end of each timed reservation.

While on site, please take precautions to protect yourself and others from Covid-19 by wearing a mask and maintaining social distance as outlined in the Center for Disease Control (CDC) Guidelines.

Please also note that our lobby has limited capacity in order to maintain social distancing. No more than one person may accompany those using the computers and both parties must remain in the individual kiosk area that was reserved.

EXAMINATION: IMPORTANT NOTICE TO APPLICANTS. READ CAREFULLY. No written or oral examination will be required. Applicants will be scored on the basis of an evaluation of their education, training, experience, and personal qualifications as outlined by the candidates' sworn statements in their application, upon corroborative evidence obtained by investigation and the applicants' responses to the job-specific Supplemental Questions. Requirements

MINIMUM QUALIFICATION REQUIREMENTS: Attainment of a minimum of a bachelor's degree from a recognized college or university in counseling, social work, criminal justice, sociology, psychology, education or closely related field, preferably supplemental by a Court Referral Officer certification in the state of Alabama, and a minimum of three years' responsible experience in probation or social casework; or a combination of education and experience equivalent to these requirements.

SPECIAL REQUIREMENTS: Must possess a valid driver's license from state of residence.

ESSENTIAL REQUIREMENTS OF THE WORK:
Thorough knowledge of the principles and practices of probation work and related court procedures.

Thorough knowledge of human behavior and development.

Thorough knowledge of the rules and regulations regarding probation.

Skill in the use of personal computers and work-related software for the production of reports, spreadsheets, presentations, forms, or other documents.

Ability to analyze investigative material and resolve difficult court-ordered enforcement issues.

Ability to work under stressful conditions.

Ability to present clear and concise reports, both orally and in writing.

Ability to work independently.

Ability to operate vehicles safely.

Ability to maintain accurate and legible records.

Ability to establish and maintain effective working relationships with court personnel, defendants, community agencies, employees and the public.

PHYSICAL REQUIREMENTS:
Ability to exert physical effort in sedentary to light work, which may involve some lifting, carrying, pushing, or pulling of objects and materials.

EXAMPLES OF WORK: (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.)

Assigns daily routine tasks to staff in order to plan, prioritize, organize, and accomplish work.

Provides professional case management by monitoring and recording clients' progress to ensure that goals and objectives are met.

Coordinates and monitors the delivery of services to clients.

Resolves difficult issues in the enforcement of court orders.

Determines the proper levels of treatment and recommends appropriate services.

Assists judges and attorneys in court by testifying progress or alleged violations of defendant's probation.

Develops and maintains detailed case histories by preparing and maintaining records and case files.

Makes daily court appearances and counsels offenders in rules and regulations of court.

Enforces court orders and determines the effectiveness of the court supervision.

Answers inquiries from judges, prosecutors, and attorneys concerning non-compliant defendants or new defendants.

Prepares multiple weekly dockets.

Restrains defendants and probationers.

Administers drug/alcohol testing, including random drug screens of offenders, to verify compliance with substance abuse treatment programs.

Prepares and submits weekly statistical and performance reports of caseload.

Creates and maintains filing system.

Performs related work as required.

Important Information

DISTINGUISHING FEATURES OF THE WORK: An employee in this class is responsible for professional casework and serves as a lead worker in monitoring the conduct of clients under court-ordered probation. Work is performed in accordance with established policies, regulations and procedures with considerable latitude for the exercise of independent judgment within assigned areas of responsibilities and is reviewed by the department head or other designated supervisor.

MEDICAL EXAMINATION: Eligibles selected for appointment must meet the established medical and physical standards for the class of work. The medical examination must be by one of the physicians designated by the Personnel Board. Appointees must bear the cost of the examination.

The Mobile County Personnel Department reserves the right to limit the number of applicants summoned for interview. In such instances, a preliminary appraisal of qualifications, as indicated by the completed application, will be utilized as a guide in the selection of candidates to be summoned.

A “Practice Test Seminar” is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month. The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices. Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
