This post is located in the Central and Southern Africa Division of the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA/DPO), which covers the Great Lakes, Central and Southern regions of Africa. The Division is tasked with monitoring and reporting on major developments in the countries under its purview, and recommending actions for addressing the related challenges, risks and threats. The Political Affairs Officer reports to the Director of the Central and Southern Africa Division and the Deputy Director for Central and Southern Africa (political, non-mission and regional work and special political mission backstopping) through the Senior Political Affairs Officer/Team Leader for the Great Lakes and Southern Africa.

Responsibilities
Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
  • Monitor political, peace and security events in assigned countries in the Great Lakes and Southern Africa regions, in order to provide early warning advice to senior UN officials.
  • Assess national and regional trends that might affect the political situation in the countries within his/her purview in the Great Lakes and Southern Africa; recommend solutions/possible action by the United Nations.
  • Provide up-to-date information to senior officials regarding substantive political matters and cross-cutting regional issues and make recommendations on actions to take.
  • Draft notes, background papers, talking points, statements, speeches and other correspondence for senior UN officials.
  • Prepare analytical reports and papers on sensitive and high profile matters of concern to the Department of Political and Peacebuilding Affairs as well as the General Assembly, Security Council, or other bodies, including reports of the Secretary-General.
  • Provide support to mediation, conflict prevention and good offices missions and initiatives led by senior UN officials to the countries assigned in the Great Lakes and Southern Africa regions.
  • Arrange and participate in technical, fact-finding, and assessment missions in assigned countries in Great Lakes and Southern Africa, as relevant.
  • Organize, support or participate in inter-agency meetings and crisis mechanisms relevant to the countries assigned in Great Lakes and Southern Africa.
  • Provide advice and support to Resident Coordinators and Peace and Development Advisors, for countries within his/her purview.
  • Liaise with UN departments/agencies/funds/programmes, other international organizations and governments; brief representatives and provide, as appropriate suggestions and recommendations.
  • Participate in conferences, seminars and academic fora related to his/her assigned area of expertise.
  • Carry out, in consultation with the Senior Political Affairs Officer, administrative functions relating to the staff planning and budget.
  • Perform other related duties, as required

Education

Advanced university degree (Master's degree or equivalent) in political science, international relations, international economics, law, public administration or other related area. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, development, conflict resolution or international crisis management at national and international level is required.

Experience in working in the Great Lakes region or on Great Lakes region issues is required.

Experience in working on conflict or post-conflict situations is required.

Experience in backstopping a United Nations Special Political Mission at UN Headquarters is required.

Experience in working in the United Nations or other similar international organization is desirable.

Experience working with regional organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Fluency in French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
