This position is in the Police Department and works under the immediate supervision of a Police Sergeant. This position is an entry level police officer position. Applicants must be an academy graduate or currently enrolled in an accredited academy . This position is in the RPOA Bargaining Unit and subject to the terms and conditions of employment as specified in the RPOA Memorandum of Understanding (MOU) and the City's Personnel Policies & Procedures Manual. Position Information

DEFINITION
Under general supervision, to perform a variety of duties involved in the enforcement of laws and the prevention of crimes; to conduct and participate in general investigations of crimes, accidents, and cases; to control traffic flow and enforce State and local traffic regulations; and to perform a variety of technical and administrative tasks in support of the Department.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
  • Patrol a designated area of the City to preserve law and order; discover and prevent the commission of crimes; check property for physical security.
  • Respond to general public service calls and complaints including domestic disturbances, civil complaints, property control, automobile accidents, robberies, and related misdemeanor and felony incidents.
  • Investigate crimes and suspicious circumstances; collect, process, photograph and present evidence including fingerprints, fibers, blood, and related physical evidence; interview victims, complainants and witnesses; identify and interrogate suspects; apprehend and arrest offenders; testify and present evidence in court.
  • Respond to and determine cause of traffic accidents.
  • Enforce traffic laws and ordinances; check speed with radar; issue warnings and citations.
  • Direct traffic and perform crowd control at fires, special events, and other emergency or congested situations.
  • Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses.
  • Maintain contact with citizens regarding potential law enforcement problems and preserve good relationships with the general public; take an active role in areas of public education relative to crime and crime prevention.
  • Assist in controlling problems of juvenile delinquency.
  • Take custody of lost and found property.
  • Prepare reports on arrests made, activities performed and unusual incidents observed.
  • Serve warrants and subpoenas within the department and with outside agencies; remain current on laws and procedures required for processing warrants.
  • Administer first aid in emergency situations until relieved by appropriate medical personnel.
  • Book prisoners; assist in the custody, care, and welfare of prisoners; transport prisoners.
  • Furnish information and directions to the public.
  • Attend briefings and read briefing materials.
  • Participate in training courses and programs.
  • May serve in the capacity of a superior officer upon the absence or request of a superior officer.

Knowledge of:
  • Basic principles of criminal law.
  • Safe driving principles and practices.
Skill to :
  • Learn to operate firearms and other modern police equipment.

  • Operate a motor vehicle safely.
Ability to :
  • Successfully complete P.O.S.T. training for entry level Police Officers.
  • Learn modern police methods and procedures related to patrol, apprehension, arrest, search and seizure, traffic control, and investigation and identification techniques .
  • Learn modern investigative methods including interviewing and interrogation techniques.
  • Learn law enforcement theory, principles and practices and their application to a wide variety of services and programs.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience :
  • One year of experience working with the public.
Training :
  • Equivalent to the completion of the twelfth grade supplemented by police science course work or the appropriate P.O.S.T. course of study from a P.O.S.T. Academy.
License or Certificate :
  • Possession of, or ability to obtain, an appropriate, valid driver's license.
  • Possession of, or ability to obtain, a P.O.S .T. Basic Certificate.
Special Requirements :
Essential duties require the following physical abilities and work environment:
  • Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 100 lbs.; exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for shift work, on-call, and stand-by.

  • Social Security: The City participates in Social Security and pays 100% of the employer's required contribution only.
  • Deferred Comp Matching: The City will match elective deferrals to the ICMA 457 plan up to 2% of the employee's base pay. This plan has a 5-year vesting period.

  • Vacation: Maximum accrual is capped at 320 hours effective July 1, 2022.
    • 12 days/year for the first 2 years
    • 13 days/year beginning with the 3rd year
    • 14 days/year beginning with the 4th year
    • 15 days/year beginning with the 5th year
    • 16 days/year beginning with the 6th year
    • 17 days/year beginning with the 7th year
    • 18 days/year beginning with the 8th year
    • 19 days/year beginning with the 9th year
    • 20 days/year beginning with the 10th year
  • Vacation Buy-Back: Employees who have sufficient accrued vacation, may have up to 80 hours in a fiscal year bought back by the City. Employees may submit requests up to two (2) times in a fiscal year but may not exceed a total of 80 hours for both requests combined. Employees must have 120 hours of accrued vacation after the buy-back.
  • Compensatory Time: RPOA Sworn employees may accrue up to 120 hours of compensatory time off (accrued at time and one half) in lieu of being paid overtime.
  • Medical Benefit: Full coverage available for employees and eligible dependents. For the 2022 plan year, Anthem Blue Cross HMO and PPO plans are available, as well as a plan through Kaiser. The employee pre-tax premium contributions range from $0.00/month to $99.37/month, depending on the plan chosen and family status.
  • Dental Benefit: The City provides dental benefits through Ameritas and pays 100% of the premium for the plan.
  • Vision Benefit: The City provides vision benefits through Blue Shield MES Vision and pays 100% of the premium.
  • Cash-In-Lieu: A Cash-In-Lieu program is available to employees only with proof of other coverage.
  • Life Insurance: A Group Term Life Basic Life Policy of $50,000 is provided for non-Executive Management employees of the City of Reedley.
  • Long-Term Disability: The City pays 100% of the long-term disability premium.
  • Uniform Allowance: $1,200/annually paid in one installment in accordance with the RPOA MOU for non-probationary employees.
  • Bilingual Pay: Available upon approval of the City Manager.
    • $80.00/month for employees who demonstrate their ability to speak a language beneficial to the City business.
    • $100.00/month for employees who demonstrate their ability to speak, read, and write in a language beneficial to the City business.
  • Court Standby Pay: Sworn employees shall receive Court Standby pay in the amount of $1,200 to be paid once annually.
  • Specialty Pay:
    • Sworn employees actively assigned by the Police Chief to Detective, Detective Sergeant, School Resource Officer, Motor Officer, or K-9 Officer positions shall receive Specialty Pay of Five percent (5.0%) per month compensation beyond their regular base salary.
    • Sworn employees designated and assigned by the Police Chief as Field Training Officer and only while actively training a recruit or on assignment as an Officer in Charge shall receive Specialty Pay of an additional five percent (5%) per hour compensation beyond their regular base salary. Sergeants shall not be eligible for this Specialty Pay.
  • ALL EMPLOYEES ARE REQUIRED TO ENROLL IN DIRECT DEPOSIT. ENROLLMENT IS REQUIRED UPON HIRE. Documentation to substantiate bank account information is required to be submitted with the direct deposit enrollment form.
