The Department of Permitting Services ’ (DPS) primary mission is to promote the health safety, welfare, and economic wellbeing of residents, businesses, and communities in Montgomery County with timely professional, transparent, and consistent review and processing of plans and permits and through inspections of structures, rights-of-way, and development.

Program Summary

The Zoning and Site Plan Compliance program protects the quality of life in Montgomery County and the public safety, welfare, health, and comfort of the present and future inhabitants of Montgomery County through effective application and enforcement of zoning code standards and MNCPPC certified site plan requirements. The division reviews project plans prior to permit issuance and conducts inspections, as well as investigates complaints to administer and enforce the zoning standards established by Chapter 59 and Chapter 47 of the Montgomery County code. This program regulates the size, shape, height, and mass of a building, uses allowed on the properties, vendor compliance, and enforces the provisions and requirements of MNCPPC certified site plans.

The Permitting and Code Compliance Inspector III position will be responsible for performing and documenting advanced inspections and investigations for the compliance and enforcement of a wide variety of zoning land use and MNCPPC site plan responsibilities.

Example of duties include but not limit to the following:

  • research, investigate, and prepare complex reports and correspondence in response to complaints and inquires.
  • interpret codes, Office of Zoning and Administrative Hearings/Board of appeals exhibits, and read and understand engineering plans, details, and associated reports or site plan resolutions.
  • meet/correspond with developers, contractors, engineers, resident groups engineers, resident groups, lawyers, DPS management, other governmental agency staff, and property owners as a subject matter expert to discuss/resolve. code/compliance/interpretation issues and maintain effective working relationships.
  • create, organize, coordinate, and manage court case or project file documentation.
  • prepare cases for legal action, serve notices and citations to alleged violators, and testify in court.
  • communicate clearly and effectively, both orally and in writing to all customers.

Permitting & Code Compliance Inspector I , Grade 19 Salary: $52,539– $85,615

There is a non-competitive promotional opportunity to a Permitting and Code Compliance Inspector III, Grade 23.

This position REQUIRES the possession of a valid driver's license from applicant's state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

Minimum Qualifications

Education and Experience : Graduation from an accredited college or university with a bachelor’s degree Civil Engineering, Architecture or related field and three (3) years of experience in a technical/professional appropriate to zoning and/or community planning which one year must have been in a code compliance/enforcement capacity; or graduation from high or High School Certificate of completion recognized in the State of Maryland and seven (7) years of experience in a technical/professional field appropriate to zoning and/or community planning of which one year must have been in a code compliance/enforcement capacity.

Equivalency : An equivalent combination of education and experience may be substitute.

If underfilling at the Permitting & Code Enforcement Inspector II, Grade 21

Experience : Five (5) years of experience in a technical/professional field appropriate to zoning and/or community planning of which one year should be in code compliance/enforcement capacity.

Education : Graduation of high school or High School Certification of Completion recognized by the State of Maryland. A bachelor’s degree in civil engineering, architecture, or related field is preferred. For applicants possessing an appropriate degree, the experience requirement may be reduced to two years instead of five.

Equivalency : An equivalent combination of education and experience may be substituted.

If underfilling at the Permitting & Code Enforcement Inspector I, Grade 19

Experience : Three (3) years of experience in a technical/professional field appropriate to zoning and/or community planning.

Education : Graduation of high school or High School Certification of Completion recognized by the State of Maryland. A bachelor’s degree in civil engineering, architecture, or related field is preferred. For applicants possessing an appropriate degree, the experience requirement may be reduced to one year instead of three.

Equivalency : An equivalent combination of education and experience may be substituted.

All Levels License : Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.

Certifications : The Department of Permitting Services maintains a listing of current Department-required certifications required for employees classified at this level.

Preferred Certificates are as follows :

International Code Council (ICC) Zoning Inspector or NRPA Certified Playground Safety Inspector

Preferred Criteria

There are no preferred criteria assessments. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Possession of an ICC 75 Zoning Certification or NRPA Certified Playground Safety Inspector Certification.
  • Experience using various computer applications, including Word, Power Point, Excel.
  • Experience providing effective customer service, working with homeowners, contractors, engineers, government agencies, etc.
  • Oral communications experience explaining codes, regulations, and guidelines, delivering presentations, and testifying in court.
  • Written communication experience preparing correspondence and technical or field reports.
