Job Description
The City of Monroe is currently recruiting for a Permit Technician for the Community Development Department. This position
will perform varied technical and complex administrative work in the building office of the department. Responsibilities include coordination, preparation, and issuance of building, fire and engineering permits. Position is open until filled.

100.00% - ~ Responsible for all aspects of Building, Fire and Public Works permitting and administrative processes.
~ Assist citizens, contractors, engineers, developers and business owners with issues related to permitting, basic building codes, permit application completion and submittal, permit costs and other requirements.
~ Accept permit applications; When completion of application is determined, enter data into a permit tracking software program, calculate and collect intake fees and prepare documents for routing to various departments for plan review.
~ Check commercial, industrial, residential and engineering permits and plans to determine compliance with requirements. Verify contractor"s license for current licensing by the State of Washington.
~ Provide staff backup for the Planning Division for permit intake as needed.
~ Provide status updates on permit applications to both internal and external customers, maintain a log of applications to track status and follow up on delays to ensure the applications are maintaining review timelines as well as sending out review comments to applicants when review is complete.
~ Evaluate re-submittals for compliance with requirements imposed by plan reviewers in review comments before routing for review.
~ Issue permits when review process is completed, verifying completeness of documents included in permit packet and calculate final fees due. Notify the applicant of the status of the permit, final fees due and the process for collecting payment and issuing permits.
~ Interpret information, answer inquiries and provide research explaining policies and procedures of the permitting process. Resolve routine questions or problems independently.
~ Direct customer inquiries to appropriate department personnel.
~ Create new and maintain various department related databases.
~ Collect fees for financial securities when required through building permit process and release payment to financial security holder.
~ Perform research for permitting related matters and other departments as needed.
~ Prepare and monitor work processes from intake to issuance of a permit, including inspections and certificates of occupancies once the file has been closed, and then preparing them for archiving according to Washington State record retention schedule.
~ Assist in compiling permit information, preparing reports for distribution as necessary and forwarding information to the Snohomish County Assessor on a monthly basis.
~ Respond to customer inquiries regarding status and approval process of all related permits.
~ Respond appropriately to all inquiries from the public and employees via phone, written correspondence or in person at the permit counter.
~ When requested, responds to public records requests by identifying and locating records requested, and providing documentation to the appropriate staff for response.
~ Participate in and assist with ongoing evaluation of the permit process to aid in improving customer service, productivity and efficiency.
~ Prepare data for monthly department reports.
~ Maintain an address distribution list, prepare notices for new, change or correction of addresses and distribute to external agencies and internal staff members.
~ Perform office management details without referral to or direction from a supervisor.
~ Update and maintain current department permit submittal packets, with attention to detail of related codes and standards.
~ Prepare correspondence on permitting related matters requiring knowledge of division operations and regulation.

Permit Tech -
~ Advanced knowledge of the overall operation and purpose of planning, engineering, fire and building departments including what resources each employee provides the public.
~ Ability to analyze and diagnose problems as well as research and interpret codes, regulations, standards, plans and specifications, legal descriptions, and various governmental documents.
~ Ability to manage multiple projects concurrently under difficult deadlines.
~ Knowledge of zoning, municipal, and administrative codes, and public information processes as well as an understanding of the problems of the applicant.
~ Ability to establish and maintain positive working relationships at various levels.
~ Ability to work effectively with diverse groups and individuals, including developers, consultants, contractors, builders, public agencies, appointed officials, and the general public.
~ Ability to lead projects of moderate scope from inception to completion with close attention to detail.
~ Ability to read difficult instructions and maintain written records.
~ Advanced computer skills including, but not limited to, Office Suites and current permit tracking program.
~ Ability to express oneself effectively in all avenues of communication. Minimum Qualifications
~ Three years administrative experience in the permitting field or a combination of training and experience that provides the required skills, knowledge and abilities is preferred.
~ Permit Technician Certification through ICC or the ability to obtain within one year of hire.
~ Experience & familiarity with permit tracking software programs.
~ Experience & familiarity with zoning, land use, engineering and building codes.
