Position Description

Position Title: Permit Technician

Department: Public Works

Pay Grade: 6 FLSA: Non-exempt

Date: January 2022 Reports To: Code Administrator/Building Official

Purpose of Position

The purpose of this position is to process and issue building and occupancy permits, perform clerical, secretarial, record keeping and customer service tasks. The work is performed under the direction of the Code Administrator/Building Official.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Scheduling of residential occupancy inspections and issuing of residential occupancy permits to the

statement of intent of the City of Hazelwood’s Housing Code.

Process and issue building permits. Schedules and coordinates appointments for building permit inspections, courtesy inspections, commercial occupancy inspections, etc.

Positively interact with all visitors to the Public Works department and take the appropriate actions to help resolve issues or concerns. Take phone and visitor messages for all personnel.

Provide assistance with a wide variety of application/brochures, i.e., occupancy inspections, occupancy permits, building permits etc. Review all applications submitted for accuracy so that code enforcement officers/building inspectors can perform their inspections/plan review.

On a daily basis, stay current with Code Enforcement Officers, Code Administrator/Building Official and Public Works Director as to any changes and/or concerns with residential inspections/permits, courtesy infraction notices, court summons and building inspections and permits. Maintain a follow up folder, summons folder, Ameren notices of service and residential occupancy inspections that have expired, by issuing courtesy infraction notices to such.

Preparing letters and/or memorandums, maintaining the cash drawer and cash receipt journal and reconciling cash receipt journal and monthly invoicing of large apartment complexes within the City for residential occupancy inspections and permits.

Performs a wide variety of duties for the Code Administrator/Building Official as well as the Building Inspector and the Code Enforcement Officers.

Coordinates the building permit application process.

a. Explain to contractors/residents the permit process and what paperwork will be needed to prepare for the permit.

b. Checks over paperwork submitted to determine if acceptable or if more is needed. c. Issue a building permit number.

d. After the plan review, look over all paperwork for any corrections needed and issue permit.

Creates, maintains and generates reports, databases and spreadsheets for the Code Administrator/Building Official keeping track of all monthly and fiscal year totals.

Takes and relays messages. Provides information to callers and visitors or refers to appropriate person/department.

Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

Minimum Training and Experience Required to Perform Essential Job Functions

High school diploma or equivalent, knowledge of Microsoft Office applications including Word and Excel, one (1) year general secretarial/clerical and customer service experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities.

Ability to classify, compute and tabulate data and information, following a prescribed plan requiring the exercise of some judgment. Ability to compare, count, differentiate measure and sort information. Ability to assemble, copy, record and transcribe data and information.

Ability to explain, demonstrate and clarify to others within well-established policies, procedures and standards. Ability to follow specific instructions and respond to simple requests from others.

Ability to utilize a wide variety of descriptive data and information such as regulations, lists, schedules, invoices, bank deposit forms, computer software operating manuals, street guides, directories, polices/procedures and correspondence.

Ability to communicate orally and in writing with Department personnel, finance personnel and the general public.

Mathematical Ability

Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.

Judgment and Situational Reasoning Ability

Ability to use functional reasoning in performing semi-routine functions involving standardized work with some choice of action.

Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria.

Physical Requirements

Ability to operate a variety of office equipment such as computer terminal, typewriter, camera, laminator, telephone, fax machine, calculator/adding machine, computer printer and photocopier.

Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as data entry.

Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling.

Ability to recognize and identify similarities or differences between characteristics of shapes and sounds associated with job-related objects, materials and tasks.

Environmental Adaptability

Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as repetitive computer keyboard use, irate individuals and intimidation may cause discomfort and poses a limited risk of injury.
