The client is a non-profit, non-sectarian agency. Their mission is to empower individuals from diverse communities to find employment and build careers, and to partner with employers to hire, develop and retain productive workforces.

The client provides a broad range of services including adult education, skills training, job readiness training, job placement and support, and access to post-secondary education. They assist employers in their search for well-qualified job applicants and their initiatives to upgrade the skills of their incumbent workforce.

POSITION SUMMARY:

Working in partnership with the client’s young adult career center services, the Outreach Specialist will reach out to Boston Public Schools graduates, Workforce Investment and Opportunity Act (WIOA) Youth participants, and other young adults, to recruit them for career coaching and connection services. The outreach specialist will reach out in person at local CBOs and high schools, by phone, by text and social media in order to make young people aware of career exploration, job-placement and job training connections available to them through the client. Once young adults become interested in the services, the outreach specialist will make a personalized handoff to their career coach. The idea is to provide a secure handoff by introducing the young adults to the client team, who will then connect them to career pathway services.

BACKGROUND:

The Boston Private Industry Council (PIC) is partnering with the client to pilot specialized career coaching and supported employment and job-training referral services for young adults, with a particular focus on Boston Public Schools graduates who do not plan to attend college. Since the pandemic, the number of BPS graduates without college plans has increased to almost half of the class, which creates an urgency for this type of service. Without further intervention, many will

be left in low wage jobs with little opportunity for advancement, or worse, with no employment prospects at all. This pilot is of great interest to collective impact groups focused on postsecondary connections for BIPOC young adults, such as the Opportunity Youth Collaborative and Success Boston.

GENERAL RESPONSIBILITIES:

  • Communicate and engage with key partners, such as the Boston Public Schools and community-based organizations, to increase community awareness of their young adult career services
  • Actively recruit young people for the services, in person, by phone and text, and through social media, using lists provided by the PIC
  • Document outreach efforts and referrals to the client in the database
  • Reach out to existing partners and develop new relationships with agencies to identify potential candidates for the program
  • Work collaboratively with the PIC and other partners to identify strengths and weaknesses of the recruitment and referral system, and implement changes to the system as necessary to increase the scale of young adults’ engagement
  • Assist career coaches in reaching out to program participants who have initially engaged but have then stopped engaging
  • Create reports for the PIC implementation team and for interested groups, such as the Opportunity Youth Collaborative and Success Boston
  • Other tasks as assigned
  • Participate in PIC meetings and events

MINIMUM QUALIFICATIONS

  • 1-3 years of experience in working with young adults with barriers to education or employment.
  • Experience working with young people ages 18-24, knowledge about opportunity youth population and positive youth development framework
  • Outstanding interpersonal, customer service, communication and organizational skills
  • Ability to form relationships with urban young adults
  • Ability to work in a multi-cultural, fast-paced environment
  • Knowledge of community resources and community gathering hubs
  • Strong Microsoft Office and data-entry skills, basic reporting and uploading experience
  • Fluency in a second language, such as Spanish, Haitian Creole or Cape Verdean Creole, a plus
  • Knowledge of the cultural and demographic landscape of young adults in Boston
  • The desired candidate will be outgoing and self-motivated
  • Postsecondary degree preferred
