JOB SUMMARY

Reporting to the Executive Director, the VCSS Office Services Manager is responsible for ensuring the effective administrative operations of assigned VCSS site(s).

ESSENTIAL FUNCTIONS

  • Office Logistics - Provides administrative support services. Audits all office service departments to ensure quality control. Develops and maintains emergency operating plans.
  • Personnel Management - Supervises administrative support staff.
  • Site Accounting - Develops, implements, and maintains a program accounting system, to include: accounts payable, accounts receivable, contracts, procurement, petty cash expenditures and employee payroll system; and ensures the collection of all of the program’s accounts receivable.
  • Liaison to Administrative Office - Acts as liaison to Administrative Office departments and maintains a comprehensive communication network with Administrative Office in order to facilitate the control of administrative, financial and personnel activities established within the Agency.
  • Information Management - Develops, implements and maintains systems for controlling incoming and outgoing written communications. Develops, implements, and maintains management information and data collection system. Develops implements and maintains a comprehensive records management system to include treatment records, attendance records, therapy and personnel records and billings.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Must have an AA in a business related field and six years office support experience, or a Bachelor degree in a business related field and four years office support experience, or eight years office support experience.
  • Must have two years of supervisory experience.
  • Must have ability to oversight and manage clerical functions, accounting, human resources, database functions, basic computer troubleshooting, and facilities.
  • Must have basic knowledge of the English language.
  • Must have a good knowledge of PC hardware and software operations and applications including proficiency with the intermediate functions of Microsoft Word and Excel.

POSITION/PROGRAM REQUIREMENTS

  • Must possess a valid California driver's license, personal automobile insurance and driving record that meets the standards outlined in the Agency’s Personnel Policy: Motor Vehicle Operating Standards.
  • Must be physically and mentally fit in accordance with the Agency’s Personnel Policy: Physical Fitness Standards and Examinations. Must be willing to complete a Tuberculosis (TB) test, drug screening test and provide proof of COVID-19 vaccination(s).
  • Must be willing to complete a personal background investigation conducted by the State of California.
  • Must be flexible to work a varying schedule according to operational need.
  • Must be willing to work within a culturally integrated workplace and be willing to respect human differences based upon protected classes as defined by state, federal and local laws, or any other condition that distinguishes people from one another.

PHYSICAL REQUIREMENTS

  • Have an adequate range of body motion and mobility to work in a residential, office or outdoor environment including standing and walking (even and uneven surfaces), alternating between standing and sitting for extended periods of time, bending, kneeling, twisting, reaching balancing and occasional carrying and lifting up to 25 pounds occasionally, and up to 10 pounds frequently.
  • Physically able to walk up and down stairs routinely.
  • Physically able to perform CPR and First Aid as trained.
  • Must be able to sit for prolonged periods of time in a vehicle for traveling to recreational activities, home visits, DCFS and court locations which may be up to 100 miles driving distance.
  • Requires the ability to utilize computer and telephone systems, which includes the coordination of eye and hand and fine manipulation by the hands and fingers for typing, writing and working with files.

DESIRED QUALIFICATIONS

  • An advanced college degree in an appropriate field of study.
  • Additional supervisory experience both in terms of years and number of persons supervised.
