SUMMARY
The primary purpose of this position is to serve as the assistant administrator for the Executive Director. Plans, organizes, and monitors administrative activities within the department. Executes initiatives according to department's strategic plan.

JOB SPECIFIC COMPETENCIES
Administrative Operations and Reporting
  • Creates, implements and adapts administrative policies, procedures and workflows. Monitors procedures and daily work practices ensuring consistency amongst a wide variety of areas/product lines within the department.
  • Makes business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with organization policies and procedures.
  • Responsible for overseeing/training the directors, managers and supervisors on the hiring process, provide guidance to management team in determining salary equity amongst new hires and existing positions within the department.
  • Responsible for working with Human Resources to make the offers for all new hires within the department and developing and coordinating the departmental on-boarding process.
  • Creates JDUF requests, creates and maintains organizational charts, obtains approvals for vacant positions, posts positions, monitors FML cases, oversees employee reward programs and assists directors and managers in implementing disciplinary actions.
  • Responsible for the merit process for the department. This includes computation of percentage and distribution; completion of worksheets and submission to Facilities Finance.
  • Responsible for the implementation and management of departmental internal controls to assure institutional compliance with policies and procedures.
  • Monitors and oversees directors and managers to assure all performance evaluations are completed by due dates, position descriptions are updated and signed and that criteria is set for next review period. Assists personnel with the ePerformance system as needed.
  • Oversees the departmental space survey, records management, asset and computer inventory and all logistical issues for the department. This includes working with the project team to plan space layouts, planning/coordinating moves, contracting services and communicating with staff and vendors.
  • Develops, implements and conducts department wide and FM wide meetings, town halls and in-service meetings regarding new policies/procedures, system and benefits

Financial Management and Reporting
  • Responsible for the preparation of the Administrative budget and assists management in the preparation, justification, administration and monitoring of their site/program budgets.
  • Responsible for the review of those budgets and obtaining Executive Director approval for final submission to Facilities Finance.
  • Oversees and audits the checkbooks fund reconciliation and procard expenses. Holds signature authority on accounts.
  • Provides management oversight by monitoring departmental financial and budgetary matters to insure proper spending on accounts and to meet departmental targets. Develop departmental performance indicators.
  • Responsible for overseeing the timekeeping for the departments. Monitors hourly staff to ensure compliance with institutional policy/procedures.
  • Responsible for auditing departmental records, ensures departmental records are accurate and consistency throughout the department.
  • Responsible for signing off on time.
  • Assist in the compilation of information and prioritizing of Capital Equipment requests.
  • Responsible for the submission and justification of departmental capital equipment requests to Facilities Finance.



Bachelor's degree in Business Administration, Hospital/Healthcare Administration or related field. Four years of experience in a professional/administrative capacity to include two years of supervisory or managerial experience. May substitute required education degree with additional years of equivalent experience on a one to one basis. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources.
