The qualified National Licensing and Utilities Analyst has at least 4 years of licensing and contract administration experience and is a raving fan of the Trader Joe's concept. A Bachelor's Degree in Business Administration of Construction Management is strongly preferred. This role is based in our office in Monrovia, CA.


Position Summary

The National Licensing and Utilities Analyst is responsible for the oversight and administration of Trader Joe’s store liquor licensing, health department permitting, and utility management as well as store construction project tracking, support and administration.

Principal Responsibilities

  • Liquor Licensing
o Manages and facilitates outside liquor counsel and local counsel conducting the application process for all necessary permits and approvals through managing outsourced vendor
o Engages cross-functionally with various departments throughout Trader Joe’s including but not limited to the Tax Department, Alcohol Buying Team, and IT
o Submits and authorizes payments from vendors
o Tracks statuses of all alcohol license renewals
  • Health Department Permitting
o Supervises application process for all necessary permits and approvals
o Creates, administers, and tracks applications of health related permits
o Submits and authorizes payments from vendors
  • Utility Management
o Navigates through outsourced vendor’s utility platform to analyze energy consumption histories and to define outliers
o Supervises rebate program
o Determines the most opportunistic time to buy electricity and gas in deregulated markets and administers utility contracts
o Strives for ways to continuously improve results
  • Project Administration
o Tracks square footage company wide
o Maintains project lifecycle data in software application
o Spearheads various Special Projects as they develop throughout the year
o Accountable for on-time, accurate and cost-conscious completion of assignments.
o Applies kaizen principles to develop and improve processes to reduce cost and increase efficiencies.

Working Relationships

  • Interacts internally with EVPs, Regional VPs, VP of Real Estate, Legal Dept., Directors of Construction, Directors of Real Estate, National Equipment Buyer, Alcohol Buying Team, Accounting, IT, Tax Department, Store Crew, and Operations Dept. on a regular basis.
  • Interacts externally with State and Local Jurisdictions, Outside Counsel, Architects, Engineers, General Contractors, Landlords, Developers, Utility providers, and Utility vendors.
  • Communicates regularly via phone, paper applications or e-mail.

  • Good computer skills specifically with
o Excel, Word, MS – Project or equivalent (preferred)
o Life cycle Software (Projectmates for Construction and Resource Advisor for Utilities )

  • Ability to manage multiple projects simultaneously

Preferred Skills

  • Working knowledge of Licensing, Permitting and Procurement of Utilities
  • Familiarity with leases and lease terminology
  • Familiarity with buying electricity and gas in deregulated markets
  • Familiarity with utility management

Education

  • Bachelor’s Degree, preferred major in Business Administration, Management, or Project Management and Construction Management.

Experience

  • 4 years of experience in project administration and financial analysis
  • Experience in licensing, contract administration, facilities and maintenance, and / or construction administration preferred.
