As a Clinical Team Lead for Permanent Supportive Housing the role:
Provides clinical program and service support to the Permanent Supportive Housing (PSH) program. This program delivers long-term housing and supportive services for individuals and families experiencing chronic homelessness and disabilities in Fulton County.
DISTINGUISHING CAREER FEATURES
The Clinical Team Lead must be committed to delivering high-quality clinical programming for and service delivery to the PSH program participants.
In partnership with the Program Director of Fulton County Services and the Program Manager of Permanent Supportive Housing, the Clinical Team Lead is responsible for implementation and has oversight of clinical programs. Such programs might include, but are not limited to, group service development and delivery, behavioral health (particularly inpatient) resource location and relationship development, and clinical training programs for Master's Level Mental Health Clinicians.
The Clinical Team Lead is also responsible for maintaining a relationship with their CORE service provider counterpart that ensures PSH program participants have unhindered access to and follow-up with CORE services.
Lastly, a key feature of the Clinical Team Lead is the maintenance and auditing of high-quality clinical documentation in the HMIS "Client Track."
SUPERVISORY RESPONSIBILITIES
Under direction from the Program Manager of Permanent Supportive Housing, the Clinical Team Lead supervises the day-to-day activities of Master's Level Mental Health Clinicians. The Clinical Team Lead trains new Master's Level Mental Health Clinicians as well as monitors and evaluates all Master's Level Mental Health Clinician performance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Clinical Team Lead duties include but are not limited to:
  • Taking lead on implementing and monitoring clinical programming, individual, family, and group services; training; and activities related to optimizing the continuity of care for participants.
  • Responding to clinical crises in the field, in consultation with the Director.
  • Intervening in and assisting with complex clinical cases.
  • Providing individual and group supervision to Care Coordinators.
  • Establishing a broad knowledge base of community clinical services and assisting staff with completing appropriate referrals for clients to such services.
  • Building and maintaining relationships with community clinical partners to coordinate care onsite and offsite.
  • In partnership with Administrative Directors and Program Managers, responsible for generating weekly, monthly, quarterly, annual, and ad-hoc reports for submission to management and funders in a timely manner.
  • In partnership with Administrative Directors and Program Managers, monitoring budgets, staffing patterns, and productivity, and making suggestions to improve program quality.
  • Performs other duties as assigned that support the overall objective of the position.

KNOWLEDGE AND SKILLS
  • Knowledge of clinical service delivery for marginalized and unhoused populations. Knowledge of systemic oppression, including poverty, racism, ableism, sexism, and intergenerational trauma and their impacts on housing sustainability.
  • Understanding of the needs of formerly unhoused people with disabilities. Skilled at developing (and training to develop) collaborative goals, with participants, toward greater self-sufficiency and independence in the greater community.
  • Knowledgeable about services for unhoused and low-income individuals throughout Fulton County Georgia. Knowledge of the intersection of chemical dependency, mental illness, and being unhoused.
  • Must be proficient in the use of Microsoft Windows, and Microsoft Office (Word, Excel, Access, PowerPoint, and Microsoft Outlook). Previous work experience in "ClientTrack", Homeless Management Information System (HMIS) preferred.

  • While performing the duties of the job, the Team Lead is regularly required to have visual acuity, talk and hear while communicating with peers and/or clients.
  • This position requires sitting, standing, walking, bending, and reaching. The Team Lead must occasionally lift and/or move items up to 16-20 pounds.

EDUCATION AND EXPERIENCE
  • Master's Degree in Social Services Field with at least 2 years of housing experience and licensed as LPC, LAPC LCSW, LMSW, OR LMFT.
  • At least two years of relevant supervisory experience is preferred. Experience working with any of the following programs: HUD, ESG, CDGB, HOME, LITHC, and Supportive Housing Program funding.

LICENSES AND CERTIFICATES
  • Independent Clinical License through the GA Composite Board of Professional Counselors, Social Workers, and Marriage and Family Therapists
  • Valid Georgia driver's license, automobile insurance, and suitable driving record.

  • While performing the duties of the job, the Clinical Team Lead may be exposed to environmental conditions. Activities occur inside and outside.
