PURPOSE OF POSITION:

Under the direction of a Supervisor-Inventory Control or designee, receives, stores, maintains, issues, delivers, and picks up materials and supplies. Enters material transactions into various computer systems and monitors systems to ensure accurate recordkeeping. Cleans up transformer oil spills in the field. Processes transformers returned from the system for reuse, repair, or disposal. Controls the tool room at the power station. Maintains fuel dispensing and underground fuel tank monitoring systems.

ESSENTIAL JOB FUNCTIONS:
1. Prepares and maintains records and reports of all material transactions to ensure accurate and up-to-date inventory records, using both manual and computer systems.

2. Receives and inspects incoming materials and supplies to ensure quantities and specifications conform to purchase order requirements. Records and reports any discrepancies (i.e., shortages, damages, or over shipments).

3. Stores and maintains the inventory of materials and supplies in a neat and orderly condition, and performs necessary housekeeping tasks to keep stock, equipment, and facilities clean and orderly.

4. Prepares, issues, loads and unloads materials and supplies as required.

5. Picks up and delivers materials and supplies to vendor and utility locations, and to job sites as required.

6. Performs periodic physical inventories and cycle counts.

7. Cleans up on-site and off-site spills of hazardous and non-hazardous transformer oil spills in accordance with company policies and federal, state and local governmental regulations.

8. Processes transformers returned from the system for reuse, repair, or disposal. Work includes, but is not limited to, sampling, pumping and preparing for shipment dielectric oil; moving processed equipment and drained carcasses to appropriate storage areas; collection and processing for disposal of solid materials that are contaminated with oil; maintaining equipment return area in a clean and orderly condition; and recordkeeping (computerized and manual) associated with all phases of this work. All work must be done in strict compliance with company policies and federal, state, and local governmental regulations.

9. Packages, loads, and prepares for shipment various materials, including hazardous materials, in accordance with federal, state, and local governmental regulations.

10. Maintains fuel dispensing equipment and computerized fuel accounting systems. Maintains underground tank monitoring systems in accordance with state regulations and insurance requirements.

11. Maintains and controls the power stations tool room.

12. Performs responsibilities including operation of all equipment in accordance with all safety rules and regulations.

13. Performs other related duties as assigned by management.

QUALIFICATIONS:

Education and Experience:

High school graduate or equivalent is required. College level courses in a position relevant field is preferred. A minimum of one-year recent material handling experience is required. The most relevant experience must include the hands-on utilization of a fully integrated materials management computer system, in addition to performing warehouse operational functions as the primary job tasks. Relevant work performed must include the use of manual and mechanized material handling equipment, physical inventory counts, shipping and receiving freight, and pulling and filling orders.

Licensing/Certification:

Must have a valid Missouri CDL, Class A including air brakes, OR:

a. The ability to obtain a Missouri Commercial Learner’s Permit (CLP) within six weeks of employment AND
b. The ability to obtain a CDL, Class A including air brakes within in six months of employment. This requires approximately 15 hours (total) classroom training and completion of behind-the-wheel training (hours to be determined) as required by City Utilities.

Knowledge, Skills and Abilities:

  • Ability to:
oMaintain proficiency in use of personal computers and manual, mechanized and computerized materials management warehousing activities.
oOperate manual and motorized material handling equipment.
oMake mature decisions and perform tasks with minimal supervision.
oAssume responsibilities for development of knowledge and skills to advance into progressively responsible positions.
oEnter, transcribe, record, store, and/or maintain alpha numeric information in written or electronic form.
oDemonstrate basic math skills, as well as the ability to transcribe alpha-numeric information.
  • Mechanically inclined and able to understand operating functions of materials stored and equipment operated.

Physical Requirements:

Must have full body mobility. Must be able to stand for extended periods of time. Requires walking, bending over, reaching, stooping, twisting, kneeling, squatting, climbing into and onto equipment, and working on uneven surfaces. Requires use of, and strength, in both upper and lower body to assist, stabilize, and push or pull. Must have adequate upper and lower body strength to safely perform oil cleanups which includes manual digging, loading and moving drums of debris, cutting and removing vegetation. Must be able to repetitively lift 50 pounds, occasionally move 80 pounds unassisted, and heavier weights using team lifting and mechanical devices.

Working Conditions:

Normal office, warehouse, and outside working conditions.

A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.

This job description also applies to the following classifications: Material Technician-1st 6 months, 2nd 6 months, 3rd 6 months, and 4th 6 months, which are progression steps to the Material Technician-Thereafter classification.

Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

Must be able to work successfully with diverse groups of people.
