JFCS’s Refugee and Immigrant Services Department supports all refugees and immigrants in our region. As an affiliate of HIAS, JFCS is the oldest and largest resettlement program in southwestern Pennsylvania, welcoming refugees from around the world since 1937. In addition, JFCS is the lead agency for ISAC (Immigrant Services and Connections) a 5 agency collaboration providing resources and service coordination for people living in our region with barriers of language or culture in attaining the support they need to live fulfilling lives.


About the Manager of Resettlement Services

JFCS is seeking an innovative, experienced leader who understands the needs of refugees and is passionate about helping them become self-sufficient and capable of contributing their skills, talents and gifts to the community. This is a newly created position that will oversee supervisors and all direct service staff including case workers, case aides, and their supervisors in multiple government funded programs. This position reports to the JFCS Director of Refugee and Immigrant Services.


Position Summary

The Manager of Resettlement Services oversees the implementation and monitoring of all government grants associated with refugee resettlement. This position is responsible for developing, managing and evaluating programs and activities focused on welcoming, orienting, and ensuring refugee self-sufficiency. The Manager of Resettlement Services leads a robust cross-disciplinary team that provides for all aspects of resettlement from pre-arrival and the provision of mandated services to evaluating processes and quality of delivered services, culminating with thorough reporting on outcomes for a variety of government funded programs. The Manager of Resettlement Services will also be responsible for providing insightful, trauma informed interventions and help develop creative solutions for client challenges as refugees travel their pathways to establishing themselves in their new homes in our region.

Accountability:

    • Maintain accurate data on refugee outcomes and the mandated provision of services in compliance with multiple government grants.
    • Oversee and coordinate the completion of accurate and timely reports.
  • Refine program processes and activities based on consistent quality improvement and evaluation.
  • Lead a team of supervisors in assessing program processes, staff effectiveness, client outcomes, as well as the implementation of enhancements necessary to deliver compassionate and comprehensive client services.
  • Supports the Director of Refugee and Immigrant services for monitoring visits and helps supervisors keep track of client’s files, service provision, and financial trackers to ensure programs are in compliance with guidelines.
  • Participates in trainings facilitated by HIAS and other refugee focused organizations and assures learnings are translated into processes and programs.
  • Helps supervisors and caseworkers handle difficult situations with clients such as mandated reporting, domestic violence, bullying incidents in school, sexual harassment, etc.
  • Communicate with clients who submit complaints and grievances regarding service provision.

Coordination:

  • Develop and maintain mutually beneficial collaborations with community organizations and other resettlement service providers.
  • Coordinate professional development opportunities for supervisors and resettlement staff.
  • Coordinate the completion of all funding reports quarterly and annually.
  • Leads weekly meetings to ensure all resettlement staff coordinate services for clients and ensures tasks are completed timely per program guidance.

Development:

  • Identify emerging needs in the refugee community appropriate for JFCS to address.
  • Develop new program approaches to address emerging needs.
  • In collaboration with the Director of Refugee and Immigrant Services, evaluate and modify existing departmental programs and processes to better meet client needs.

Marketing:

  • Represent JFCS refugee resettlement team at state collaborative meetings and county meetings in order to share updates about resettlement data, gaps in services, and program successes.
  • Promote the work done by JFCS at various professional and community settings.

Personnel Management:

  • Supervise, mentor, train, support all supervisory staff.
  • Develop, implement and coordinate professional development training aligned with program goals.
  • Create a team based on the values of inclusion, respect, warmth, and mutual support.
  • Assist supervisory staff with the recruitment, hiring and onboarding of all incoming staff.
  • Assist supervisory staff with addressing personnel performance and job satisfaction issues.
  • Other duties as needed


Required Skills/Abilities:

  • Must be culturally sensitive to the unique needs of a diverse array of refugees from around the world and provide trauma informed services.
  • Demonstrate a high level of organization to manage multiple grant funded programs while being responsive to clients’ evolving needs, trends within the community, and prioritizing ongoing support for front-line staff.
  • Clear, concise written and verbal communication with clients, staff, partners, case workers and other stakeholders.
  • A collaborative team leader who leads by example and creates an environment that is inclusive, respectful, warm, and supportive.
  • Comfortable using interpreters to communicate effectively.
  • Alert to cross-cultural interference in dealing with staff and clients and be culturally responsive in providing insightful program interventions and a responsive workplace environment.
  • Cultural humility and openness to learning is a hallmark of this position.
  • Ability to work independently and to manage the work of others.
  • Must have access to reliable vehicle, insurance, and valid license.

Education and Experience

  • Bachelors required (Masters degree preferred) in social work, psychology, anthropology, non-profit management or a related field.
  • At least 4 years of experience in refugee service programs.
  • Must have at least 2 years of experience supervising staff.
  • Experience in program planning and development as well as implementation and assessment.
  • Strong administrative management and organizational skills with a keen focus on details required for government grant compliance.
  • Experience with ensuring quality outcomes for clients and fidelity with monitoring requirements.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
