Position Summary
Responsible for program support and grants compliance activities necessary to implement federal, state, and local housing and community development programs.

Pay Grade: 53
Salary Commensurate with Experience and Education Minimum Qualifications
100.00% - 1. Three (3) years of experience in housing program administration and implementation support to include grants management, data processing, report writing, coordinating the tracking and monitoring of program performance and compliance measures; and
2. Graduation from an accredited college with bachelor's degree in public administration, urban planning, education, sociology, public health, or anthropology; OR
3. An equivalent combination of related education and/or experience.
4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED Duties and Responsibilities
1. Supports program implementation for the Department of Housing, including, but not limited to, housing rehabilitation, lead-hazard reduction, down payment assistance, community development activities, and other programs administered by the Department.
2. Prepares and processes contracts, amendments, resolutions, memoranda of understanding agreements, and other documents related to procurement and/or contractual agreements.
3. Maintains and organizes client intake documentation using cloud-based programs and appropriately handles any associated confidential client information.
4. Develops and executes strategies to expand awareness of healthy homes and fair housing needs and drive program enrollment of qualified clients most in need of support.
5. Conducts education and outreach activities with respect to healthy homes, energy burden, weatherization strategies, resilience, and lead poisoning prevention along with recruiting/referring clients for program enrollment.
6. Assists beneficiaries with completing applications for assistance and providing documentation necessary to determine eligibility for assistance.
7. Ensures program benchmarks are met on a quarterly or other basis as required.
8. Ensures key performance measures in the program database(s) are updated in a timely manner and data reports and/or narratives are provided for annual reporting deadlines.
9. Drives the procurement processes in accordance with grant and local requirements including the award of HOME Investment Partnership Act set-aside funds for Community Housing Development Organization (CHDO).
10. Oversees CHDO development agreements and coordinates program implementation.
11. Seeks program improvement strategies and works with the Program Manager to pursue innovative strategies to better serve clientele and address service area needs.
12. Participates in training sessions as required in accordance with program requirements.
13. Assists in the preparation of periodic performance reports in accordance with grant and program requirements.
14. Performs other related duties as required or directed.

KSA's - 1. Knowledge of applicable state and federal regulations, including but not limited to standards and guidelines for improving healthy and affordable home availability, lead hazard control measures, and other community development program requirements.
2. Knowledge of applying public relation skills and community engagement strategies to serve community needs while adhering to a complex set of regulations, guidelines, standards and reporting associated with home rehabilitation and contracting activities, public services, and community development programs.
3. Knowledge of Microsoft Office 365 programs, including Word, Excel, PowerPoint, and Teams.
4. Ability to coordinate and communicate program requirements, limitations, and application procedures with the public.
5. Ability to have strong time management, oral and written communication, and organizational skills.
6. Ability to coordinate the tracking and monitoring of housing or economic development program performance and compliance measures. Special Requirements
1. Must have experience in coordinating education and outreach efforts with diverse populations, including but not limited to elderly, low income, or other socioeconomically disadvantaged populations.
2. Must possess a valid Tennessee driver license or obtain one by date of employment.
3. Must have access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
