For more than four decades, SBCTA (previously known as SANBAG) has taken pride in delivering on its commitment to the voters through the implementation of Measure I. This half-cent sales tax that generates transportation dollars that are from the region and for the region is a critical element in the agency's goal to keep people and goods moving effectively. SBCTA calls the historic San Bernardino Santa Fe Depot home. Our headquarters not only positions the agency in the heart of the county,but is symbolic of our longstanding commitment to transportation. ABOUT THE JOBThis position is the lead management analyst for federal and state highway funding administration and programming. It is responsible for funding coordination between SBCTA Project Delivery Department, California Department of Transportation (Caltrans), California Transportation Commission (CTC), Southern California Association of Governments (SCAG) and local agencies. Primary duties include project federal and state funding programming for freeway, interchange, arterial, and grade separation projects; monitoring the availability of funding sources and making recommendations for programming; serving as the go-between with Caltrans Local Assistance and SBCTA Project Delivery and/or local agencies in resolving issues; monitoring the projects in the funding programs managed by the CTC and SCAG; and participating in various statewide transportation programming group meetings. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from Chief of Fund Administration and Director of Fund Administration.POSITION CHARACTERISTICS This is the advanced journey level position in the Management Analyst III class. Incumbents provide advanced professional and technical administrative assistance in conducting comprehensive analyses and coordination of agency policies, organization, procedures and services. It requires the use of a high degree of independent judgment in making decisions and is the subject matter expert in federal and state transportation funding. This position has responsibility to assist the Chief and Director of Fund Administratioin accomplishing objectives which include budget and program preparation and monitoring, contract compliance, organizational analysis, legislative analysis, and policies/procedures development.

EXAMPLE OF DUTIES

Coordinates with the SCAG, Caltrans, and CTC staff for project funding programming, obligations, and allocations. Submits requests to SCAG, Caltrans, and CTC for SBCTA-nominated projects. Reviews CTC agendas and informs Department Director and Chief of items related to SBCTA.Monitors projects for federal and state allocation, obligation, and expenditure deadlines.Prepares biennial State Transportation Improvement Program (STIP) programming strategy and annual Planning, Programming, and Monitoring requests.Monitors annual Obligation Authority and project delivery to ensure SBCTA maximizes use of funds in a timely manner, can take advantage of August Redistribution when possible, and prevents loss of funds subject to AB1012 use it or lose it provisions.Prepares and submits Cooperative Work Agreement requests and recommendations for earmark repurposing as necessary.Coordinates with and provides funding plans to other SBCTA departments for competitive grants.Coordinates with SBCTA Project Delivery Department for project funding of SBCTA-led capital highway projects, providing funding summaries for cooperative agreements, allocation requests, verification of eligibility requirements, and project funding reconciliation and close out.Provides funding information needed for preparation of Caltrans Federal/State paperwork processes, such as Requests for Authorization, Program Supplements, Finance Letters, and reimbursement rate calculations.Participates in and represents SBCTA at regional and statewide agency/committee meetings, such as California’s Regional Transportation Planning Agencies (RTPA) and California Federal Programming Group (CFPG).Monitors Transportation Conformity Working Group issues and resolutions.Provides Department Director and Chief timely written reports on meetings, project delivery status, funding changes, and regional issues.Coordinates programming and funding updates with the Project Delivery Department as funding changes occur and for biennial updates to the 10-Year Delivery Plan. Assists in the development of goals, objectives, policies and procedures for administration of Federal and State funding.Makes recommendations on administrative and operational problems, policies and procedures.Prepares and presents Board/Policy Committee agendas items for the STIP and other State/Federal funding apportionments.Performs special projects and other duties as assigned.

SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDSMust possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Environmental ElementsThis is primarily a sedentary classification and the employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other departmental representatives, transportation and government officials, business representatives, and the general public in explaining SBCTA policies and requesting and providing information.
