This position is primarily responsible for providing supervisory support, ongoing training, and technical support for the Housing – Property Management Maintenance Technicians. This position requires approximately 80% duty in the field and 20% in the office. Driving is an essential function of this job. Presence at the worksite during normal business hours is an essential function of this position.
CORE FUNCTIONS/MAJOR RESPONSIBILITIES
FIELDWORK AND SUPERVISORY:

  • Ensure work complies with Oregon Landlord Tenant Law, federal and state compliance rules and regulations.
  • Conduct periodic property inspections in an effort to maintain quality assurance standards.
  • Conduct compliance inspections as required by regulatory agencies.
  • Coordinate property specific preventive maintenance plans to ensure property systems are maintained to maximize employee and resident safety and comfort, while minimizing expenses.
  • Coordinate unit turnovers to ensure units are available for residents in a timely manner while meeting established quality standards.
  • Coordinate completion of emergency and on-call maintenance work orders
  • Coordinate closely with Community Managers to ensure appropriate resident communication, obtain permission to access units assigned in work orders, and provide advanced notice of projects impacting specific properties.
  • Evaluate, recommend, and upon approval, arrange for on-site and off-site training for maintenance personnel.
  • Responsible for maintaining standards of quality, efficiency and productivity.
  • Serve as technical resource in skilled areas such as construction trades, maintenance, repair, and general upkeep of facilities and equipment.
  • Guide staff using management practices that develop and retain a diverse team of highly competent and highly performing employees.
  • Direct, coordinate and review the work plans for assigned staff; assign work activities and projects; monitor workflow; review and evaluate work performance; methods and procedures and meet with staff to identify and resolve problems.
  • Participate in coaching and corrective actions of Maintenance team members; Evaluate personnel; assist with employee interview and hiring; enforce company and department policy and standards to include disciplinary action up to recommending termination.
  • Travel to all sites regularly to assess the effectiveness of and adherence to maintenance standards.
  • Support the maintenance team in the execution of special/emergency projects including vendor selection, scheduling, coordination with Community Managers, and informing other stakeholders as necessary.
  • Directly oversee Maintenance personnel including reviewing workload, schedules, staff assignments, ongoing work, and productivity measures.
  • Provide coaching and training to Maintenance personnel in an effort to have staff ready for career path opportunities and promotions.

SAFETY:

  • Conduct monthly safety training with Maintenance personnel.
  • Ensure all safety and health rules, standards, and procedures are observed; conduct regular inspections of work areas and practices to eliminate potentially hazardous conditions; report issues to the Maintenance Manager.
  • Promptly report any incident of work-related injuries to the Maintenance Manager.

VENDOR MANAGEMENT:

  • Act as Housing – Property Management’s dedicated interface with contractors and vendors for maintenance work.
  • Hold vendors accountable for adherence to policies and procedures while onsite and assess the completeness and quality of work for reporting to the Maintenance Manager for their review of billing accuracy or follow up if needed.
  • As required, evaluate needs for contracted maintenance services, direct the preparation and obtaining of competitive bids/requests for proposals, and assist in the selection of contractors.

TOOLS & EQUIPMENT:

  • Monitor inventory controls and use including maintaining adequate supplies as determined by Maintenance Manager.
  • Ensure the security of all equipment and supplies
  • Research and recommend equipment purchases to the Maintenance Manager.

OTHER:

  • Attend required trainings and meetings as assigned
  • Special projects and other duties as assigned.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Minimum educational requirements High School diploma or G.E.D.
  • Minimum 5 years in residential building maintenance and Minimum 3 years in a supervisory role.
  • Valid driver’s license and reliable automobile; safe driving record and evidence of comprehensive automobile insurance.
  • Use of own vehicle for Relay business
  • Ability to pass criminal history background check and/or fingerprinting as appropriate at any time during employment.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of Landlord/Tenant Law and Fair Housing.
  • Demonstrated maintenance/construction skills relevant to multi-family housing.
  • Capable of reading schematics & blueprints.
  • Ability to maintain confidentiality.
  • Good interpersonal skills, written and verbal communications skills, and ability to follow through on tasks and projects to completion.
  • Commitment to working in a diverse environment and with diverse populations.
  • Problem-solving and project management.
  • Employee supervision, performance management, and employee development skills.
  • Motivation of a team, including both employees and outside vendors.
  • Proficient knowledge of Microsoft Office Suite, Email, and Online Property Management system like Yardi Voyager.

PREFERRED SKILLS:

  • Working knowledge of the Yardi system preferred.

SCOPE & ACCOUNTABILITY:

  • Operates from established and well-known procedures. Decisions are made within established organization guidelines.
  • Performs duties independently, but guidance and direction are available for unusual or critical situations.
  • Position involves a moderate degree of complexity in dealing with recurring work situations with occasional variations from the norm.

  • This position has a high level of responsibility. Errors may result in cost overruns, delayed timeframes, damage to property, and potential injury to staff or residents.
  • This position differs from the Maintenance Manager in the following manner:
  • Responsible for day-to-day work assignments of maintenance
  • Monitors quality of work and standards for productivity as established by H-PM leadership.
  • Responsible for maintenance metrics.
  • Primary difference is 80% of this position is in the field.

SUPERVISORY RESPONSIBILITY:

  • This position directs a team of maintenance technicians and outside vendors.
