  • Manages the survey function for the public works survey unit and provides services to public works and other city departments
  • Plans, organizes, performs and supervises all field and office activities

Essential Functions

Performs office and field work for boundary/American Land Title Association (ALTA) surveys and construction layout. Works with public works staff as well as personnel in other city departments to determine scope of projects. Prepares cost analysis and provides cost estimates prior to commencing work. Researches deeds, plats, surveys, and title reports. Conducts required field work. Sets monuments and prepares and records finished survey plat and corner perpetuation documents. (30%)

Coordinates and prioritizes design and construction land survey services with Public Works design staff. Develops data needed by field crew for completion of field work including horizontal and vertical control, record plats and maps and other information. Purchases land survey supplies. Assigns work to city survey personnel and directs and monitors work to completion. (20%)

Provides direct supervision of all survey activity and staff involved in collection of GIS data for public works. Reviews collected data for accuracy. Processes and edits raw field data collected by survey crew and submits to Public Works Design staff in digital form. (20%)

Prepares land descriptions for annexations, land purchases and easement acquisitions. Analyzes and advises staff on issues related to legal descriptions and boundary issues. (10%)

Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. (20%)

Requirements

Required Knowledge, Experience, And Training

  • Bachelor’s degree in survey technology or a related field, and
  • 5 years of land surveying experience, including 2 years of supervisory experience, or
  • An equivalent combination of education and/or experience

Level of Knowledge:
  • Functional knowledge of the principles and practices of land surveying
  • The use and application of advanced mathematics
  • Land records research and chain of title research
  • Information systems and survey computer software and hardware
  • Management and supervisory practices and procedures

Ability To:
  • Prepare legal descriptions for annexations, land purchases, and easement acquisitions
  • Organize and direct the work of staff
  • Communicate effectively verbally and in writing
  • Operate and adjust standard survey instruments and equipment to precision
  • Interpret topographic and hydrographic maps and charts
  • Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Complete assignments in a timely fashion
  • Understand and comply with all rules, policies, and regulations
  • Maintain prompt and regular attendance
  • Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation
  • Individuals must be capable of operating vehicles safely and have an acceptable driving record

Preferred Knowledge, Experience, And Training
  • 4 years of management and/or supervisory experience
  • Proficiency with ACad Civil 3D software and GPS Post-processing software
  • Thorough understanding of geodesy, map projections, and state plane coordinates

Licensing And Other Requirements
  • Licensed Professional Land Surveyor in the state of Idaho
  • Valid driver's license

Applicants must be able to pass:
  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Physical Efforts
While performing the duties of this job the employee is always lifting/carrying up to 10 pounds, frequently lifting/carrying up to 20 pounds and occasionally lifting/carrying up to 35 pounds. Also, the employee is always pushing/pulling up to 10 pounds and frequently pushing/pulling up to 20 pounds. The noise level is always moderate and frequently loud. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical hazards. Employees will also drive a vehicle as part of this position.Work duties are undertaken primarily outdoors in prevailing conditions on all types of terrain and all types of streets and roadways. Frequently must enter private property and are subject to encounters with hostile dogs and landowners.
