General Statement of Duties

Performs technical work in troubleshooting problems and providing installations in support of the administration and operation of the County’s computer hardware and software systems, including phone systems.


An employee in this class performs technical work to develop and maintain the County’s computer systems including maintenance of the County’s hardware, software, phone system, printers, camera monitoring systems, audiovisual equipment, and software upgrades. Work includes responding to Help Desk requests and troubleshooting various user issues, including connectivity problems; installing new software and upgrades; installing printer systems; unpacking and connecting equipment; setting up new users; running cabling as needed to maintain and upgrade network; installing hardware in support of microwave link for network connectivity; and coordinating with third-party vendors for software installations, upgrades, and troubleshooting. The employee provides either through remote connectivity or on-site. Work is performed under the general supervision of the Director, with feedback from departmental users, and is evaluated through observation and the quality and effectiveness of the work.

Duties and Responsibilities

Help Desk function includes answering and responding to user requests regarding hardware and software problems usually generated in the work order system; works by phone or remote access, or drives to work locations to provide on-sight support; troubleshoots problems with customized software programs as well as desktops and performs upgrades; documents work performed.

Trains end-users on equipment and software; provide backup support to DSS.

Troubleshoots problems on the network and phone systems and with users’ hardware; repairs and replaces computer components as necessary; troubleshoots inoperative software and reinstalls corrupted file systems.

Installs, updates and maintains AV equipment (security cameras and cameras in Sheriff's Office.

Monitors Access Rights and removes individuals no longer employed by the county.

Unpacks and sets up new desktops, monitors, printer systems, scanners, audiovisual equipment cameras, and other equipment; troubleshoots problems with the equipment and software on new machines.

Maintains the inventory of IT equipment in all county departments except DSS.

Installs upgrades and security systems on computers; works in confined spaces and heights during installations.

Runs cabling as needed to maintain and upgrade the network.

Provides 1st level support for network engineer while troubleshooting network failures.

Researches and stays current on software and hardware systems; documents work done on hardware and software issues.

Additional Job Duties

May attend staff, planning, and/or strategic meetings.

May be on call for emergency response for equipment and software issues.

Performs other duties as required.


Knowledge, Skills, and Abilities

Considerable knowledge of computer systems and local area networks.

Considerable knowledge of software programs in current use by the County

Customer service focus.

Ability to analyze, diagnose, and solve computer problems in a variety of applications in use on a computer, server, and network system.

Ability to resolve common issues with VoIP phones and the phone system.

Ability to run cabling as needed.

Ability to install and maintain hardware and software programs.

Ability to troubleshoot and resolve problems with peripherals such as printers, scanners, security cameras, and audiovisual systems.

Ability to communicate effectively in oral and written forms.

Willingness to keep current and actively seek new information and technology in the operation and processing of computer systems.

Ability to develop and maintain an effective working relationship with users, vendors, departmental managers, employees, and the general public.


Physical Requirements

Must be able to perform the basic life operational support functions including walking, pushing, climbing, balancing, stooping, crouching, crawling, pulling, lifting, grasping, talking, hearing, and repetitive motions.

Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Must possess the visual acuity to prepare and analyze figures, operate a computer terminal, perform mechanical tasks in the computer environment, do extensive reading, and do visual inspections of computer parts and automated data.


Desirable Education and Experience

Associate Degree from a two-year community college or technical school with a major in computer science or related field and some experience in computer operations; or an equivalent combination of education and experience. Prefer Bachelor Degree.


Special Requirement

Possession of a valid NC driver’s license.

Salary Range: Hiring Rate - $44,461 - $71,138. Additional qualifications will be considered for salary placement. If hired at the hiring rate, the employee may be eligible for up to a 5% increase after satisfactory completion of the designated probationary period.
