The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Network Engineer classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
The Department is recruiting to fill a vacant Network Engineer-HVAC Control Engineer position within the Facilities Division. The Network Engineer serves a dual function and supporting HVAC Control Systems across various City facilities. The Network Engineer deals with local/wide area networks with multiple servers and network segments and performs system administration and system maintenance.
This position will perform the key duties and responsibilities listed below along with other duties as assigned:
  • Setting up and monitoring Virtual Local Area Network (VLAN) to isolate the HVAC Server environment from rest of the City and ensure both Consultant and City staff have uninterrupted 24/7 access.
  • Evaluate and spec personal computer hardware, upgrade operating systems, and install/configure hardware/software.
  • Design control systems and Lon/Bacnet/Modbus networks.
  • Monitor system performance for availability, speed, capacity, storage, and security issues. Incorporate system modifications as appropriate to ensure performance and prevent problems. Examples of actions include applying security patches, ensuring security best practices are followed, and restoring lost data.
  • Implement a preventive maintenance routine and standard maintenance schedule to address weaknesses and help prevent critical server issues.
  • Resolve a variety of problems with servers, such as lack of storage space, communication problems with Ethernet switches, Echelon network problems, and other critical server/network issues. Coordinate resolution of problems.
  • Create/review/modify control sequence of operation statements and, in some cases, implement by writing custom algorithm in controllers as needed to accomplish control strategies. Adjust control algorithms, settings and/or replace failed controllers as needed in response to customer complaints.
  • Develop and recommend design plan for LON/Bacnet/Modbus/LAN/WAN networks, including research and developments of a capacity plan (number of users, applications needed, logistics, switch connectivity, routers, etc).
  • Consult with outside vendors. Establish and maintain vendor purchase orders, evaluating performance and suitability with regard to the technical nature of installed system-wide HVAC BMS system.
  • Research suitable replacements for obsolete control equipment to ensure interoperability.
  • Demonstrate knowledge of fire alarm systems and how they integrate with the building automation system.

Qualifications

Qualifications:
  • Education: Bachelor's Degree from an accredited college or university in Computer Science, Computer Engineering, MIS, or a closely related field.
  • Experience: Three (3) years of experience equivalent to performing technical work of a complex difficulty to provide desktop, data security, system administration, server, or network support to end users.
  • Acceptable Substitution: Two (2) years of related experience may be substituted for up to two years of the education requirement.
  • Licenses or Certificates: Possession of a current industry certification that demonstrates expertise in:
  • LONMARK, Schneider/TAC Tridium Niagara R2 or AX, and Invensys TAC/Schneider I/A Lon controllers, SunBelt O
  • Microsoft Certified Systems Administrator (MCSA) certificate for Windows Server Enterprise, Cisco Certified Network Professional (CCNP), Network Associate (CCNA) certification, Brocade Professional IP Administrator (BPIPA) certification, OR
  • An equivalent professional, industry recognized certification acceptable to the City.
