The City of Stockton is currently recruiting for one (1) Human Resources Technician to work in the Human Resources Department/Administrative Division. The assignment will include working on a wide range of human resources administrative related duties to provide technical support for the Administrative Human Resources staff. The ideal candidate will possess excellent customer services skills and will review and prepare personnel action forms; verify compliance with rules/policies; schedule physicals and receive results; send hiring package; and conduct orientation for new employees.

This eligible list may also be used to fill future vacancies in other divisions of the Human Resources Department. The incumbent will work a City of Stockton 9/80 schedule: 7:30 a.m. - 5:30 p.m. Monday through Thursday, 8:00 a.m. - 5:00 p.m. Fridays, with alternating Fridays off.

Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and not represented by a union. (Classified/Unrepresented)

This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or the open list or a combination of both. These lists may be used to fill future vacancies.

Prior to appointment, eligible candidates will be required to submit to, and successfully pass, a background investigation, which will include fingerprinting.

Under general supervision, this position performs a variety of paraprofessional and technical administrative duties within the City's Human Resources Department; provides support to various Human Resources functions including, but not limited to the following specialized areas, recruitment/selection, personnel actions/position control, information management, classification/compensation, benefits administration, and general administration; coordinates and/or performs projects and special assignments as requested by professional and management staff; and performs related work as assigned.

CLASS CHARACTERISTICS

This paraprofessional class describes positions that provide technical and specialized administrative assistance in support of human resources operations and functions. Incumbents work with a high level of independence and confidentiality, applying technical knowledge of City human resources policies, practices and procedures to perform duties within broad procedural guidelines.

MINIMUM QUALIFICATIONS

Education/Experience :
Possession of an Associate of Arts degree or completion of sixty semester units or equivalent quarter hours from an accredited two-year college or university with major course work in business or public administration, industrial relations, organizational psychology, or a related field; AND three (3) years of progressively responsible office administrative experience.

NOTE: Depending upon the specific requirements of the position being recruited for, experience must include at least one year of specialized experience in a public human resources setting that required familiarity with recruitment, testing, selection, position control, information management, classification, or benefits administration. Additional human resources office administrative experience may substitute for the required education on a year-for-year basis.

Other Requirements:

  • Some positions require possession of a valid California driver's license.

The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a written and/or oral examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
