Job Description

The Human Resource Generalist is responsible for the daily HR functions of assigned departments, including all phases of the employee life cycle from recruitment, hiring, pay, career development and terminations. Formulates partnerships across the HR function to deliver value-added service to management and employees, including education and enforcement of city policies and procedures.

Example of Duties

  • Completes all stages of the employment cycle while collaborating with department leadership to ensure accurate skills and competencies are reviewed and understood.
  • Works closely with leadership and employees to improve work relationships, build morale and increase productivity and retention.
  • Provides daily education, support and advice to department leadership including coaching, counseling, career development, disciplinary actions and HR policy interpretation.
  • Partners with city departments to provide support for HR related items.
  • Serve as HR Advisor on employment related inquiries from applicants, employees and leadership.
  • Conducts investigations on employee relations issues and provides feedback to leadership.
  • Respond to unemployment claims with requested documents and attend telephone hearings as City HR representative.
  • Create and facilitate employee engagement and recognition programs.
  • Schedule and conduct New Hire Orientation.
  • Create and maintain employee files and HR records.
  • Provide support to HR team with various activities, programs and projects.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Human Resources or a related field. Human resource experience may substitute for degree.
  • Two years of experience in an HR role.
  • SHRM-CP or PHR Certification preferred

Tasks involve the ability to exert light physical effort in a sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a work station or keyboard.
