Improves Public Health Emergency Preparedness and Response (PHEPR) capacity for Spokane Regional Health District and PHEPR Region 9 covering Spokane, Lincoln, Stevens, Pend Oreille, Ferry, Whitman, Adams, Asotin, Columbia, and Garfield counties, the Spokane Tribe, Colville Tribes and the Kalispel Tribe by performing the duties outlined below. This position works directly with emergency management, tribal partners, health care and first responder partners, community agencies and organizations, businesses, educational institutions, faith-based organizations, and other key partners as appropriate. This position leads multiple projects requiring strong project management, organizational, and facilitation skills. Position will assist program manager in program planning, budget, contract management, and guidance of staff in areas of work.

Program Coordination and Project Management

  • Serve as the lead PHEPR program coordinator offering subject matter expertise and guidance to program staff and project work.
  • Guide and assist program staff as needed to meet program goals and deliverables.
  • Provide oversight of program evaluations and activities including the readiness assessment & review in coordination with Program Manager, and support of PHEPR staff, develop program strategic planning, to improve district and community response capabilities.
  • Guide and support the MRC and Resource Coordinator to ensure all required processes are followed and documented for volunteer management and resource management.
  • Guide and support the PHEPR Specialist in SRHD plan updates, determining the program’s involvement in planning, designing, conducting, and participating in training and exercises locally, regionally and statewide.
  • Support Program Manager in onboarding new staff, staff development and training, provide input into staff evaluations.
  • Assist Program Manager with budget development and monitoring of expenses to ensure grant fund expenditures meet funding guidance and spend down requirements.
  • With support from the Program Manager, lead completion of contract deliverables for SRHD PHEPR program including oversight of program workplan and performance measures, assignments, contract monitoring, submission of deliverables, and reporting requirements according to the WA Dept of Health or other funders.
  • Serve as lead for the Region 9 PHEPR program to include 10 Local Health Jurisdictions and tribal preparedness and response partners including administrators, directors, and response staff.
    • Includes program planning and evaluation, providing technical support and subject matter expertise on emergency preparedness and response, development of annual meeting agendas and schedule, facilitating monthly meetings, incorporating trainings, workshops and presentations to build capabilities reflected in the DOH Statement of Work deliverables.
  • Serve on local, regional, state, and national committees, workgroups, coalitions, etc. as appropriate and serve as backup to other PHEPR team members and managers for various committee participation to provide guidance, leadership, facilitate meetings and lead workgroups when appropriate to ensure public health preparedness and response is included in planning and response efforts.

District Planning:

  • Identify and develop cross programmatic and division partnerships to improve district ability to respond to an incident or provide district continuity.
  • Guide and support the plan update process with the PHEPR Specialist, with leadership and staff input, to revise SRHD Emergency Response Plan (ERP) major appendices to the ERP, including the policy and protocols to support the implementation of those appendices (such as Isolation/Quarantine, Non-Pharmaceutical Interventions, Alternate Care Facility Plan, Continuity of Operations Plan, Family Assistance Center Training and Exercise Plan, etc.).
  • Identify, implement, and monitor improvement items and activities for public health response and mitigation as written in after action reports, journals highlighting best practices, and gleaned from discussion with partner agencies.
  • Convene staff and partners as needed to follow-up on improvement items, recommend policy and procedure changes.
  • In coordination with Program Manager, support PHEPR Specialist to plan and conduct district readiness and response training, implementation, evaluation, and improvement.
  • Maintain knowledge, training, and engagement with relevant information databases, communication platforms, technology interfaces, i.e., SECURES, Basecamp, district SharePoint sites, PHEPR Region 9 SharePoint, SRHD PHEPR webpage, etc.
  • Lead, facilitate, and participate in meetings, trainings, preparedness exercises and calls as appropriate with district and community leadership.

Partnerships, Agreements and Contracts for Emergency Response:

  • Identify and develop community partnerships to coordinate response activities and provide surge capacity during an activation.
  • Work with program manager to develop relationships with other ESF 8 partners and provide training and exercise opportunities to improve interagency coordination.
  • Identify and develop new partnerships where agreements are needed including working closely with internal groups, like the immunization team, and external agencies, such as universities, K-12 schools, and others.
  • With support and guidance from Program Manager develop EPR agreements (MOUs and contracts) following SRHD guidelines and policies with community partners.

Emergency Response:

  • Work closely with SRHD leaders and community leaders to respond to emergency/incident as needed, including requests from Region 9 partners.
  • Serve on the Emergency Response Team in incident command position(s) for SRHD in an emergency or incident, such as operations section chief or other leadership position that is responsible for managing and coordinating multiple task forces and projects.
  • Complete incident action plans, situation reports, and other response forms for clear communication.
  • Inform Public Information Officer (PIO) during an on-going emergency/incident relevant and timely information as appropriate.
  • Draft and send emergency alerts as appropriate according to the situation.

Other Duties:

  • Participate in district committees and workgroups as appropriate to grow understanding of SRHD as a broader organization and the work of public health and assist in requirements to maintain Public Health Accreditation.
  • Attend meetings, trainings, conferences, exercises, etc. to support continuous learning and represent program.
  • Provide oversight of program internships to support program planning efforts.
  • Assist in managing improvement planning process and follow-up for timely completion of corrective actions.
  • Maintains compliance with all district required trainings.
  • Complies with HIPAA confidentiality requirements.
  • May complete other duties and special projects as assigned.
Education and Experience Requirements:
  • A bachelor’s degree in a field directly related to the individual position (e.g., emergency management, public health, healthcare administration, public administration, community health, public relations, communication, etc.)
  • Five years of directly related experience in any combination of the following: emergency management, emergency response training & exercise or planning, grant-funded programming, healthcare administration, project management, quality improvement, public health, leadership, stakeholder engagement, health care systems, etc.

    An equivalent combination of education, experience and certification may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.

Upon hire, benefits offered include:

  • Full wage scale for the position is $33.49 to $42.75 hourly plus longevity.
