DESCRIPTION OF DUTIES:
Under the direct supervision of the Director of Housing Programs, this position directs the activities of the Housing Choice Voucher (HCV) Section 8 Program; provides leadership skills to meet operational goals and objectives, and assures compliance with state and federal laws. The duties listed below illustrate the various types of work performed. Exercises supervision over supervisory, technical, and clerical staff.

ESSENTIAL JOB FUNCTIONS/DUTIES:
Primary essential job functions are listed below

  • Supervise the daily operations of multiple service areas within the Housing Programs Department, including, but not limited to Inspections, Housing Choice Voucher Program (HCVP) operations occupancy, leasing, and Portability.

  • Manage, develop, measure, and evaluate significant programs including plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards. Represent the Housing Authority on highly visible and sensitive issues before internal and external constituencies. Serve as a technical expert or key contributor involving independent decision-making. Explain and interpret program requirements to staff.

  • Assist with the development and management of annual budgets and expenditures. Develop appropriate work plans in appropriate areas including staffing levels; supervise and lead direction to staff; interview, select, assign work, train and evaluate or provide input to the evaluation of staff; monitor staff performance and attendance. Provide coaching, engage staff regarding professional development; recommend disciplinary action to address performance deficiencies, and recommend merit increases to the director, if applicable, and oversee the production of program reports to the Executive Director, Board of Commissioners, and Department Director. Prepare statistical and operational records and reports, and work with the Management Analyst to review, revise and develop monthly data/statistical reports and dashboards. Summarize findings, make necessary recommendations, and ensure timely response to constituents and HUD when requested.

  • Exercise discretion and independent judgment concerning matters of significance in areas such as auditing, quality control, and regulatory compliance. Make effective decisions, balancing organizational needs with customer needs. Provide leadership and direct the activities of the Housing Programs staff through appropriate delegation, performance management, problem resolution, planning, and work assignments; approve promotions and terminations in absence of the Director; and counsel, train, and coach staff.

  • Plan, organize, monitor, and control work activities and HAP expenditures; coordinate a variety of administrative activities including employee scheduling, payroll reporting, correspondence, and report processing; analyze operational performance and prepare reports, analytical studies, and HUD submittals. Facilitate monthly meetings with department staff.

  • Study impact on ongoing and proposed measures including, but not limited to, measurement and evaluation of workflow in the HCVP; conduct cost and time studies; quality control studies on operations, services, and/or procedures; ensure compliance with federal, state, and Agency rules and regulations.

  • Ensure PIC submission rates are between 98%-100% working with IT staff.


MINIMUM REQUIREMENTS
: Applicants must possess the experience and education defined below which has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


Work Experience
: Five (5) years of increasingly responsible experience in public housing or a social service agency operation, including two (2) years of responsible program management experience;

Education: Bachelor’s degree in Public Administration, Business Administration, or a closely related field; Or equivalent combination
of experience and education of no less than eleven (11) years that provides the necessary knowledge, skills, and abilities to
perform the essential functions of this position will be considered.

Licenses and Certifications: Must currently possess or obtain within initial 180 days of employment: Section 8 HCV Program Management, Section 8
Rent Calculation, Section 8 Eligibility Determination, or other technical certifications as required by SNRHA.

KNOWLEDGE/SKILLS/ABILITIES:
  • Knowledge of relevant federal and state laws, regulations, and codes as they apply to public housing authorities.
  • Knowledge of PIC, Multi-Tenant Characterization System (MTCS), Section 8 Management Assessment Plans (SEMAP), and EIV systems data.
  • Ability to Analyze complex problems, identifies alternative solutions, and implement recommendations; demonstrate critical, creative, and reflective thinking.
  • Ability to Manage multiple projects and prioritize multiple tasks and demands.
  • Skills in collecting, tabulating, organizing, evaluating, analyzing, and presenting data and information.
  • Skills in Investigating and analyzing complex and sensitive issues and complaints.

Motor Vehicle Operator Identification
: Selectee must; (1) possess or can obtain a valid Nevada Driver's License, and maintain licensure for the duration of employment, (2) have a safe driving record.

Supplemental Information: This is an Exempt position, and is not eligible for participation in the bargaining unit that now represents Southern Nevada Regional Housing Authority employees.
