Situated near the Texas border and known for its early ties to rock 'n roll, Clovis, NM is home to Plains Regional Medical Center, a not-for-profit hospital with 106 licensed beds that serves the eastern New Mexico and West Texas areas, managed by Presbyterian Healthcare Services and guided by a community-based Board of Trustees.

The Hospital Chief Executive ( HCE) at Plains Regional Medical Center is responsible for the overall operation of the hospital and facilities. This includes, but is not limited to:
  • Responsible for sound fiscal management policy implementation.
  • Formulates operating policies and procedures to implement Board or corporate strategic directives.
  • Provides direction to administrative staff and department heads.
  • Develops objectives for and ensures adherence to established patient care standards.
  • Provides liaison with the medical staff and local community to ensure that the facility complies with all regulatory requirements.

Responsibilities:
  • Supervises the financial and capital resources necessary for the operation under their jurisdiction. Assure the availability and prudent use of community health resources to meet local health needs in accordance with PHS policy, local board/medical staff or applicable statute.
  • Ensures the overall safety and welfare of patients entrusted to the care and services provided.
    Assure that patients/customers/enrollees receive consistent, high-value services.
  • Demonstrates consistent, ethical behavior in meeting the expectations and reasonable requirements of the local board of trustees, appropriate political subdivision, and community with respect to personal character and community involvement.
  • Consistently carries out PHS system policy and procedures and represents PHS actively and positively within the local community, as well as actively represent the local community needs to PHS. Maintains positive morale, safety, and general well-being of the workforce through the consistent and standard application of PHS policies and procedures. Effectively communicates the PHS vision, values, purpose and strategies to the various constituencies in the local community.
  • Maintains a positive, supportive relationship with the local medical staff and other members of the medical community.
  • Supports expansion of the Health Plan by establishing and maintaining positive relationships between the Health Plan, local providers and prospective enrollees, and by promoting the appropriate use of PNI tertiary referral services.
  • Provides on-site leadership for the rationalization of local health services delivery to include the development of a broad-based strategic plan which includes an assessment of needed services, provider requirements, resource needs, and linkages to PHP/PHS.
  • Maintain necessary licensure, accreditation, certifications for the local community health services delivery entity and personnel under jurisdiction.
  • Co-responsible for the supervision of locally-employed, integrated providers, in coordination with the Executive Director of PPR. With the support of PPR resources, responsible for the local operational aspects of the employed/integrated provider
