Position Description

Title: Ground Support Equipment Services (SCA Labor Category 23381)

Location: Ft. AP Hill, Virginia

Job Summary: Provide the Director of the Plans, Training, Mobilization and Security (DPTMS) Division with range support to the Sustainable Range Program (SRP) for Fort A.P. Hill, VA. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform range support as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

Primary Responsibilities:

The work is to be performed at Ft. AP Hill, Virginia, providing range support to the Sustainable Range Program (SRP).

The employee will be responsible for conducting business in concert with Range Controls 24-hour duty day in three eight hour shifts Monday thru Sunday. Range Control, by the nature of its mission, maintains operations on Federal holidays or when Government facilities are closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

Employee shall provide support and maintenance work for the firing ranges and combat training facilities located on the Fort A.P. Range Complex.

Perform a variety of tasks to check out and troubleshoot pop-up target mechanisms on ranges. Ensure controls and target mechanisms are operational prior to and after use.

Replaces batteries, switches, cables, coil boxes, microcircuits, and targets and tightens covers and plugs to keep out dirt and water.

Return inoperable parts to range maintenance repair shop for repair.

Ensure supporting range generator is operational and fuel is available.

Report generator malfunctions to the range manager so unit can be repaired.

Answer emergency service calls on ranges, and pick up and drop off range equipment at range maintenance buildings.

The contractor may be required to load and unload vehicle and ensure cargo is protected from weather and is secure for transport.

The contractor may be required to operate a 4,000 - 10,000-pound forklift in performance of this contract.

Construct, repair and install targets, signs, markers and barriers.

Perform range setup and teardown activities during firing densities.

Maintain target pits, bunkers, and berms by clearing weeds, picking up debris, etc.

Install, connect and check all equipment prior to use by units for training.

Turn-in and pick-up equipment at higher echelon repair facility.

Perform a variety of manual tasks on ranges such as digging and grading ditches and trenches with pick and shovel; filling and leveling holes in damaged roadways, mixing materials and leveling surface of patch with tamper; setting forms, mixing and pouring concrete; operating power lawn mowers, adjusting mechanisms, oiling and cleaning.

May occasionally operate a jackhammer or power tools.

Loads and unloads trucks, and other conveyances; move, pack, unpack, sort, lift, carry, and stack items and objects; clean tools, equipment and work area.

Carry paint and painting materials to work site. Apply prime coat to rough work such as range buildings, and under close supervision, apply finish coats to surfaces where protection rather than appearance is of concern.

Cut stencils by hand or machine and perform occasional stenciling work.

Assist journeymen carpenter in a variety of projects. Lift and hold materials in place for nailing. Cut lumber to specified dimensions.

Clean and lubricate tools, machines and equipment.

Assemble prefabricated parts such as: shelves, bins, cabinets, etc., by fitting, gluing, nailing, bolting and screwing pieces or sections.

Make minor repairs on wooden buildings and structures such as replacing siding, nailing down loose boards, etc.

Replaces broken or damaged hardware such as brackets, hinges or knobs.

Pile, stack, sort and carry lumber and other building materials.

Assist in keeping work areas in clean and orderly condition.

Personnel Qualifications:

Security Requirements: Contractor personnel performing work under this contract will undergo a background check by the Government, and will be rejected for failure to pass such legal screening for felony violations, other than traffic citations. Employees must be of clear record, other than traffic citations, in order to pass the security screening conducted by the garrisons Security Office, to fulfill this requirement. Those personnel so accepted shall be issued a Department of the Army photo ID card at no cost to the Contractor or the employee. This ID card is the property of the U. S. Government and the Contractor shall ensure that all employees surrender the card upon termination of their employment at the garrison.

All personnel provided shall have first been successfully screened by the Contractor for acceptability to the Government by successfully passing a drug pre-screening examination, as well as passing an initial medical physical.

Must possess a valid picture ID in order to gain access to the installation.
