Duties

Duties will include, but are not limited to, the following:

  • The Assistant Field Supervisor for Programmatic Operations (AFS-P) serves as the manager responsible for leading, supervising, and effectively managing programmatic, teams, and branches. The AFS-P provides key technical and management support to the FS and AFS-G on policy and procedural matters; participates fully with the FS in every aspect of the operations, programs, and management of the PIFWO; provides direct supervision and management of office staff; and makes technical, policy, and management decisions. In the absence of the FS, the AFS-P serves as Acting Field Supervisor, as needed, with full delegation of authority. The AFS-P routinely represents the PIFWO, the FWS, and occasionally the Department of the Interior with Federal, non-Federal, and international partners, and works with Federal, State, Commonwealth, territorial, and local governments, as well the governments of Palau, RMI, and FSM, in both collaborative and adversarial roles addressing issues of local and national significance, such as implementing national endangered species policy guidance and regional planning efforts such as the National Ocean Policy effort to undertake Marine and Spatial Planning. The incumbent assists the FS in coordinating activities that cross eco-regional and political boundaries, including application of consistent policy guidance, budget development and implementation, and personnel and workload assessment. Assists the FS in setting priorities for resource programs, including allocation of office budget and personnel ceilings to accomplish programs. Assists in determining which programs should be initiated, dropped, or curtailed, and when such actions should occur.
  • Represents the PIFWO, Service, and, occasionally, the Department of the Interior by taking a leadership role at agency and interagency meetings with other Service activities, other Federal, State, Territorial, and Commonwealth agencies, local governments, organizations, groups, and individuals for purposes of communicating and negotiating Service/Departmental positions and objectives and for precluding and resolving problems. Before and after attending such meetings, coordinates with appropriate field, regional, and national offices to ensure consistent policy application and effective internal communications are maintained. Such meetings are often very sensitive and require diplomacy, intuitiveness, steadfastness, and expert knowledge on biological resources, legal requirements, Service and Interior policy, and political implications.Particularly high profile actions are associated with the promulgation of Endangered Species Act regulations, designation of critical habitat, coral reef conservation, consultations with the Department of Defense on natural security initiatives, and the strengthening of Pacific-wide biosecurity/invasive species regulations.
  • As a recognized authority in fish and wildlife legal and policy matters, provides expert advice and assistance to the Regional and Pacific Island offices relative to the development of regional and national policies, plans, and programs. Also serves as a technical expert on difficult and complex resource issues with other Service staff, agencies, organizations, and the public that often require innovative approaches. Serves in a leadership role on technical and policy issues that are regional or national in-scope. The incumbent coordinates activities that cross several State, ecoregion, and Landscape Conservation Cooperative boundaries and includes the application of consistent policy guidance, use of technical data, budget development and implementation, and personnel and workload assessment.
  • Meets with, and briefs, members of Congress and their staff, Federal, State of Hawaii, Territorial (American Samoa, Guam, and CNMI), local, and native organization representatives and elected officials, concerned citizens, and public interest groups to share information, gain support, and resolve conflict concerning Service activities ranging from the listing of endangered species, designation of critical habitat, the approval of controversial development projects, import and export regulations, impacts to endangered species and other federal trust resources such as coral reefs and marine species.
Physical Demands/Work Environment: The work is primarily sedentary, but does intermittently require moderately intense physical activity such as walking off-road and off-trail over rough, steep, or rocky terrain while inspecting field operations. The job requires occasional air travel to Guam, Saipan, American Samoa, all of the Hawaiian Islands, Portland, Oregon, and Washington, DC. Because of the distances involved in the Pacific Islands, and the conditions at some sites, this travel can be rigorous.

Qualifications

Only experience and education obtained by 03/01/2023 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
  • Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  • Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in item 1 above, plus appropriate experience or additional education. OR
  • Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in item 1 above.

Minimum Qualification: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Specialized experience is described as: 1) supervising a team, branch, office or field station solving highly unique controversial issues related to endangered and threatened species conservation; 2) serving as the lead management agency/conservation organization representative in negotiating with diverse individuals and groups; 3) exercising direct responsibility for implementing policies, plans, standards or procedures to carry out fish and wildlife conservation; 4) managing a variety of issues and conflicts that affect a diverse group of customers; 5) planning, directing, and executing both short and long term activities in fish and wildlife conservation; 6) developing, engaging and maintaining professional and effective partnerships.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
