POSITION DUTIES

This position processes various types of invoices, including but not limited to direct pay vouchers, payments against purchase orders and interdepartmental payments for various vendors utilizing the Financial Management Information System (FMIS), Child, Juvenile & Adult Management System (CJAMS) and Microsoft Dynamics 365. Additionally, this position audits and processes employee, board member and volunteer travel advances and expense vouchers. This position ensures timely payment processing, proper recording and assigning of accounting codes of all invoices and travel vouchers received including Emergency Assistance (EA) payments. Also, this position is responsible for reconciliation and reporting of local agencies monthly working funds. This position is responsible for ensuring bank deposits and accruals are accurate and made in a timely manner. This job fits into the mission of the agency by providing accounts payable and fiscal support to the position of Finance Officer. This employee functions with general supervision and ensures adherence to the requirement of the State Finance and Procurement Article of the Annotated Code of Maryland, Section 15-103 that all invoices received by the State, including foster care requests for payment, must be paid within 30 days.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year experience performing Accounts Payable functions.

One year experience using the State of MD Financial Management Information System (FMIS) or other financial management accounting systems.

One year experience using computer software such as Google Applications and Microsoft Office Suites.
