The Work You Will Do:

This Environmental Specialist II position performs professional work under the direction of the Environmental Administrator for the Division of Waste Management’s Permitting and Compliance Assistance Program Solid Waste Section located in Tallahassee, Florida. The ideal candidate will possess discipline-specific knowledge and technical skills to promote the sustainability, implementation and efficiency of state and federal laws, rules, and regulations related to solid waste management facilities and waste tires.

The Environmental Specialist II participates in meetings with representatives from the regulated community and federal, state, and local governments, and develops reports as required by the Florida Department of Environmental Protection; and assists with other duties as required. The Environmental Specialist II also works with managers to plan and prioritize activities and projects in line with DEP’s strategic objectives and find integrated solutions on a variety of solid waste management challenges including waste tire abatement. The Environmental Specialist II coordinates with Division and District staff to facilitate statewide consistency and manage waste tire cleanup projects.

Pay:

Your Specific Responsibilities:

  • Reviews, tracks and processes waste tire invoices and contracts for waste tire clean-up and abatement. Prepares appropriate correspondence to contractors as needed to facilitate invoice processing. Coordinates with budget, contract, and financial staff to maintain accurate records and process invoices timely. Coordinates with Districts to identify and assist with abatement of waste tire sites. Coordinates with the registration section on waste tire related registrations and other waste tire related issues.

  • Prepares appropriate correspondence to applicants, local and state officials, local and state agencies, consultants, and other in-house Department programs as required. Coordinates with appropriate District office staff on these projects as needed. Meets with applicants, consultant, engineers, and others to discuss technical design and regulatory requirements on these projects. Inputs application fees and related permitting data into appropriate Department databases.

  • Assists with reviews, evaluations, and approvals of construction, operation, closure, and renewal permit applications and prepares draft permit documents. The facilities included in these activities are active, non-delegated Class I landfills and other solid waste facilities co-located at these landfills including solid waste operations such as Class III landfills, waste processing facilities, waste tire facilities, and construction and demolition debris disposal facilities. It also includes solid waste permitting at WTE facilities and associated WTE disposal and co-located facilities. Ensures the permitting time clocks for these reviews are achieved.

  • Reviews technical reports and analytical data to determine compliance with Department regulations and standards. Provides assistance to District follow-up compliance and enforcement efforts at solid waste facilities by providing technical assistance about permit conditions and reporting requirements to appropriate district staff to help them prepare case documentation and other types of correspondence to persons responsible for compliance with Florida Statutes and Codes related to solid waste management facilities.

  • Provides technical assistance to local governments, consultants and citizens concerning solid waste technologies and regulations governing Class I landfill, WTE facilities and waste tire facilities. Presents at public meetings and workshops when needed.

  • Performs research or other data compilation assignments as assigned. Prepares written or verbal summaries of findings on a timely basis.

  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of engineering principles and environmental practices and procedures.
  • Skills in the operation of personal computers and related software.
  • Physical ability to conduct solid waste management facility inspections.
  • Ability to review, organize and track contract deliverables and maintain accurate records.
  • Ability to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns.
  • Ability to establish and maintain effective working relationships with Department staff, other agency staff and the public.
  • Ability to effectively communicate both orally and in writing.
  • Ability to travel.
  • Ability to maintain a valid driver’s license.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university.
  • Valid driver’s license.

Preferred Qualifications:

  • Bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences.
