Position Location
: Most Brookings positions are hybrid, combining regular in-person presence at our Washington, DC, office with the option of at least two days of remote work each week. We will prioritize candidates in or willing to relocate to the DC area for hybrid work, but will also consider remote applicants. Remote work applicants may not work from the following states: Alaska, California, Colorado, Hawaii, Illinois, Maine, Michigan, Oregon, Rhode Island, and Washington.

CUE is seeking an Engagement Manager to expand the reach and impact of the Center’s Knowing-Doing Network (KDN) project through developing strong engagement, narrative messaging, and strategic planning processes. The KDN is a “network of networks” working to transform education systems globally through interconnected global action. The role involves active collaboration across CUE and with external partners, including civil society organizations, policy makers and other education policy actors working in communities worldwide. Key to this role will be working closely with the KDN Leadership Coalition, a group of 11 civil society organizations working in communities worldwide that have demonstrated commitment to transform education systems towards a Breadth of Skills agenda.

Reporting to the Senior Fellow and Deputy Director of CUE, and working closely with CUE Fellows and the KDN project’s Senior Manager, the Engagement Manager will be responsible for catalyzing the impact of the network through strategic engagement and communication toward creating a shared sense of purpose. This work will happen on three levels: internally (within the network), locally (within our network partners’ contexts), and globally. This new position will support CUE in building the strategy necessary to support the Knowing-Doing Network’s mission and strategic priorities.

This is a 2-year termed position. Renewable Contingent on funding.

Responsibilities for this position will include:
  • Work with the Deputy Director, Fellow, Senior Project Manager, and communications team to develop and implement a strategic engagement plan for the KDN project.
  • Ensure strategic alignment and coordination of communication among CUE project teams and the KDN networks. Facilitate coordination across CUE, Brookings Global Communications staff and network partners around major events, presentations, and key campaigns.
  • Working in coordination with the Global Communications team, lead the KDN project’s narrative development, storytelling, and communication strategy in diverse media formats.
  • Provide support to CUE staff and KDN participants to develop local strategic engagement plans, identifying main project themes and messages.
  • Working with Global’s Communications team and external vendors, develop products and platforms to expand the KDN’s impact and engagement both locally and globally.
  • Advise KDN participants on format, timing, and dissemination of work products in order to best reach project objectives and key audiences.
  • Increase visibility of the KDN’s work among various stakeholders including policymakers, civil society organizations, families, educators, etc. globally, with a particular focus on the Global South.
  • Coordinate analysis of stakeholder perceptions and opinions of the KDN.
  • Lead the strategic design of key events in support of the KDN’s work, including discussions, workshops, presentations, and symposia, and partner with CUE Fellows, Center Management and Communications Manager on execution.
  • Lead in the design and management of systems for virtual (synchronous and asynchronous) collaboration and communication to improve engagement across the networks.
  • Manage and ensure appropriate and timely follow-up on internal and external requests for information or action involving KDN engagement and impact stories.

Education/Experience Requirements:

Bachelor’s degree required. Master’s degree (preferably in communications, public policy, education, sociology, or other social science) or an equivalent combination of directly relevant experience and training preferred. A minimum of five years’ experience in a fast-paced, international-oriented office (e.g., government, non-profit, research, or policy/political organizations) strongly preferred. Proven ability to work effectively in multi-cultural environments with individuals, organizations, and stakeholder groups representing diverse experiences and perspectives; candidates with experience working with networks, network communications or within research consortiums or programmatic initiatives are especially encouraged to apply. Must be authorized to work for any employer in the U.S.

Knowledge/Skills Requirements:

Knowledge of the functioning and key actors in global education ecosystems, and ideally with experience in targeted engagement and impact strategies with these audiences and actors. Ability to execute communications and strategic plans, with attention to detail and ability to think independently. Ability to work within context of larger institution, coordinating strategic plans and communications efforts and problem solving where needed. Must be able to simplify and synthesize complex issues, and strong oral and written communications skills are a must. Ability to manage multiple, and diverse, projects and deadlines at once, and with efficiency within a fast-paced work environment. A desire to collaborate with and support colleagues. Self-motivation and comfort in working both independently and as part of a team; prioritization of developing and maintaining relationships both with colleagues and external partners. Professional demeanor and high level of comfort working with high-profile individuals from government and international sector. Ability to work well under pressure with poise and discretion, and to exercise mature judgment.

Familiarity with Microsoft Office programs (including Teams, Outlook, Excel, Word, and PowerPoint), Zoom or equivalent videoconferencing platform(s), and with the capacity to learn new programs and applications. Fluency in English is required. Fluency in an additional language is highly preferred.
